This job is for an Administrative Officer at a VA hospital in Sheridan, Wyoming, where you'll handle the behind-the-scenes work like managing staff, budgets, data, and reports to keep healthcare services running smoothly.

Employee will be assigned to Medicine Service, VA Healthcare System, Sheridan, WY.
Duties will entail oversight of administrative aspects of service operations and programs to include: personnel management, data gathering, analysis, tracking, trending and reporting, budget preparation and other fiscal duties including fund control point management and other expenditure tracking, writing reports and controlled correspondence and other duties as assigned.
SPECIALIZED EXPERIENCE-GS9: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position.
To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service.
Specialized experience includes: coordinating the administrative functions of a program/project involved with planning, staffing, directing, and budgeting; gathering and analyzing data; providing resource management in the areas of supplies/space/equipment; serving as a human resources liaison; and utilizing a variety of computer applications to prepare correspondence and reports.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE-GS9 (Transcript Required) - Applicants must possess a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B.
or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
OR COMBINING EDUCATION AND EXPERIENCE-GS9 (Transcript Required) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements.

Physical Requirements: The duties and responsibilities of this position require some mobility between the office and various other offices (clinical or administrative) located at any of the health care system sites.
Generally, the work is sedentary but may require some slight physical effort.

Major Duties:

The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence.
You will progressively acquire the background necessary to perform at the full performance level of GS-11.
Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Duties include, but may not be limited to the following: Serves as the key advisor to service leadership on the evaluation and the effectiveness of service programs and operations, personnel management, clinic access, scheduling and consult management.
Analyzes new or proposed regulations to determine impact on operations and management and develops new or modified administrative program policies, regulations, goals, or objectives to ensure compliance with regulations.
Implements administrative policies and procedures for service-wide areas of responsibility and proposes improvements to administrative directives and policies.
Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations.
Provides advice and guidance on the interpretation and application of administrative directives and instructions and analyzes management plans to determine the impact on administrative processes.
Provides position management advice and recommendations to facility managers. Develops major proposals to create or refine existing processes.
Conducts studies of organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods and procedures in service programs and clinics.
Analyzes management techniques, processes, and styles for improving facility-wide organizational effectiveness in the Service.
Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses.
Prepares procurement requests, evaluates proposals for work, and serves as Contracting Officer Representative (COR) for procurement and a variety of complex contracts, while also maintaining procurement and contracting records.
