Full Job Description

The Ralph H. Johnson Health care system(RHJVAHCS) is a Level 1a facility and ranks among a complex systems in the VA serving the VA VISN 7 Network.

RHJ VAHCS offers a full range of comprehensive health care services including Dentistry, Geriatrics and Extended Care, Imaging, Medicine Services, Mental Health Services, Dermatology, Pathology and Laboratory Medicine Service, Oncology, Rehabilitation Services, Specialty Services, Surgery, and eight Community-Based Outpatient Clinics.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2026.

Time-In-Grade Requirement:GS-09: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07.GS-11: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have: GS-09:1 full year of graduate-level education or Superior academic achievement GS-11: Ph.D.

or equivalent doctoral degree or3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related .

OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

(When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work includes walking, standing, bending, carrying of light items, and occasionally assisting with a wheelchair.

In some instances, relationships with patients and caregivers can become intense, and the incumbent is constantly exposed to high levels of stress and anxiety.

This position demands emotional stability, as the incumbent is deeply involved with many challenging, seriously ill, and/or dying patients and their caregivers.

Major Duties:

Minimum of one year of experience with Human Resource recruitment and onboarding processes. Experience with budget, fund control points, and financial tracking is essential.

A strong candidate is a contracting and acquisitions subject matter expert, with experience in drafting, reviewing, administering contracts, supplier/vendor management, performance monitoring, organizing data, and be certified as a Contracting Office Representative (COR).

Provides administrative management for the PLMS department.

This may include interpreting national and facility policies and/or providing advice to management on related new policies, providing advice on requirements, maintaining administrative systems, and preparing administrative documents.

Develops knowledge of VISTA, CPRS, and other applicable laboratory information systems.

Retrieves and provides data relevant to the PLMS Department from available resources: Power BI, Data Warehouse, etc.

Maintains all documents and records in the Department and System using appropriate standards. Monitors all requests for space, equipment repairs, keys, work orders, phones, computer access, etc.

Gathers and compiles statistics for necessary reports.

Participates in planning and development of recommendations for changing program policies and procedures that will improve the delivery of services.

Ensures all action items and assigned reports are complete, timely, accurate and coordinated through the proper chain of command for approval and release by the Medical Center Director.

Monitors, as directed by the Chief Pathology and Medicine Services. clinical operations including review, analysis, and reporting of workload statistics and program functions.

Ensures accurate identification, reporting, trending, interventions, and education to provide efficient operations and protect the organization's resources.

Participates in the analysis of clinical service and care staffing patterns, including staff utilization, recruiting, and FTEE acquisition and allocation.

This includes working closely with Human Resources in the recruitment process (board actions for practitioners, announcing the position, certification of qualified candidates, coordinating with the selecting official for interviews with candidates, establishing the start date for the selected candidate, and writes position descriptions).

Responsible for oversight of general office operations including timecard reporting, special reports transmitted to other government facilities, and other related duties as assigned.

Assists the Chief of PLMS with the budgeting and fiscal management of the PLMS service line. Provides for the budgeting, overtime, and financial management for the organization.

This includes budget formulation, justification, execution, financial management, and financial reporting.
