Full Job Description

Principal advisor and management consultant to Superintendent and management team for administrative matters.

Responsible for advising on all administrative matters in the park and guiding management and staff of the park toward effective management of the park's business.

Exercise independent judgement and responsibility among special technical, supervisory, or administrative lines in office, business, or fiscal administration requiring administrative experience.

Requirements Continued... You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home up to 5 nights per month.

You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

You may subject to a financial disclosure reporting requirement, and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service.

In determining if your employment advances the public interest, the agency will consider: Your performance and conduct; The needs and interests of the agency; Whether your continued employment would advance organizational goals of the agency or the Government; and Whether your continued employment would advance the efficiency of the Federal service.

Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized.

In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors).

This experience includes activities such as: participating in the administration of a small, stable budget involving basic administrative expenses; keeping an organization's revenue in balance and providing advice on budget and financial management; performing clearly-defined administrative tasks in support of established requirements for supplies, property management, or personnel; working with a management team; serving as a principal advisor to management on a wide array of administrative functions (budget, human resources, property and procurement management) analyzing and resolving problems.

You must include hours per week worked.

-OR- EDUCATION: Successful completion of at least one of the following: (1) a masters or equivalent related graduate degree, (2) 2 full years (36 semester/54 quarter credits) of progressively higher-level related graduate education leading to such a degree, or (3) a LL.B.

or J.D., related to the position. Directly related graduate study may include, but is not limited to; business administration, accounting, governmental budgeting, and/or public administration.

You must include transcripts. -OR- Successful completion of a combination of education and experience as described above.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify.

For example, six months of the specialized experience described (50% of the experience requirement), and 18 semester hours or 27 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education).

Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Credit will be given for all appropriate qualifying experience.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

The primary responsibility of this position is to provide accurate and reliable advice on a wide range of administrative functions, including: Plans, analyzes and monitors the formulation and development of park-wide plans, programs, procedures, operating policies, internal controls and program goals.

Maintain/monitor the park's business systems to ensure maximum probability of mission success.

Keeps the park's revenues and spending in balance through sound advice on budget and financial management on a day-to-day basis.

Develops procedures and internal operating controls according to regulation to eliminate waste and prevent fraud in use of Government property and resources.

Completes and enforces park wide audits on finance, collections, purchasing, accounts receivable and payable, charge cards, and debt collections.

Primary liaison with the servicing Human Resources Office and aquisitions. Acquires goods and services the park requires to accomplish it mission and programs.

Position may have supervisory duties, if such, a supervisory probationary period will be required.
