Full Job Description

The Administrative Officer position is located within the Nursing Department with the ANE of Med/Surg, ICU, and Dialysis.

ANE of Med/Surg, ICU, and Dialysis inpatient areas are located in the Medical Center.

ANE of Med/Surg, ICU, and Dialysis is a active clinical service staffed by nursing personnel who support acute inpatient care needs.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Preparing budgets, managing and balancing financial aspects of general fund control points and purchase procedures Processing and reviewing documents including legal documents, billing information, medical records, or administrative records for completeness and accuracy.

Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.).

OR, Education: Successfully completed a master's or equivalent, or 2 years of progressively higher-level education leading to such a degree, or an LL.B or J.D.in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

OR, Combination of Specialized Experience and Education: Equivalent combination of successfully completed graduate education and specialized experience (beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements.

Major Duties:

Resolving administrative issues and managing daily clinic operations. Coordinating all aspects regarding human resource issues, including hiring.

Prepares all Service requests including but not limited to: staff recruitment, promotions, incentive awards, position descriptions, functional statements, performance plans, disciplinary and adverse actions, job classifications and separations, to ensure accuracy, completeness, and consistency with VA and Service missions and objects.

Assisting with preparing the annual budget plan for the control point assigned to the Nursing Service-Medical Surgical/ICU/Dialysis departments and submits through the ANE to the Associate Director of Patient Care Services.

Serves as the control point official to obligate and verify fund expenditures for the Service.

Serving as a primary timekeeper to include accurate posting of personnel hours of work, leave, corrections, and resolves exceptions. Trains other support personnel in the timekeeping process.

Ensuring the Nursing Service-Medical Surgical/ICU departments equipment inventory as contained in the Consolidated Memorandum Receipt (CMR) for clinical programs at SLVHSC outpatient service are completed timely.

The incumbent(s) is responsible for developing a plan with the ANE, and if necessary, other staff for all requests, including justifications, for purchases of new or replacement equipment for the Nursing Service.

Preparation and submission of monthly or quarterly analytical and interpretive reports as required by SLVHCS for their respective departments, The Joint Commission (TJC), VA Central Office (VACO), and any other reports requested.

The incumbent(s) retrieves and analyzes statistics from national databases such as VHA Support Service Center (VSSC) and other information sources to create requested reports.

Validating labor mapping statistics and certifies these statistics quarterly with the Managerial Cost Accounting Program (MCAP) formally Decision Support System (DSS).

Using the data, the incumbent(s) analyzes workload statistics to determine productivity for each provider.

Responding to Veteran requests for assistance promptly and in a friendly and professional manner, listens to customer feedback, positive and/or negative, and acts to resolve situations within their control.

Questions and issues not within the employee's control are referred in a timely manner to appropriate staff able to assist with the situation Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the facility.
