This job involves managing administrative tasks for the engineering services team at a veterans' hospital, handling everything from paperwork and information routing to fleet management and policy updates.
It's a support role that keeps the diverse team of engineers, maintenance workers, and designers running smoothly.

You will serve as the Administrative Officer for Engineering Services (ES).
You will provide a variety of complex administrative management services essential to the operation and direction of Engineering Service.
The admin management duties are unique in that ES provides a complex blend of services which include; professional engineering services, a diverse facilities maintenance team made up of dozens of journeyman, tradesmen, biomedical engineering services and Interior design.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/14/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: Specialized Experience: I have at least one (1) full year of specialized experience equivalent to the GS-09 level in the Federal service that equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of an Administrative Officer position.
Qualifying specialized experience includes: experience providing administrative support such as being the first point of contact and routing information; experience creating, processing, and reviewing documents such as 2237s through Veterans Health Information Systems and Technology Architecture software; experience utilizing electronic systems to gather, review, input, update, access, organize, process, and to maintain information for use in litigation and/or to accomplish time or case management functions; experience in fleet management; experience bringing policies, action items, and procedures to the attention of the workforce for implementation purposes.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: Transcripts must be submitted with application.
Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have the equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements.
NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: Work is not physically demanding. The work is primarily sedentary, although some slight effort maybe required.
The position requires work to be performed in and near patient care areas. Work may require some travel.

Major Duties:
Develops and maintains the budgeting and financial management for Engineering Service. This includes budget formulation, justification, and execution; financial management; and financial reporting.
Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for changing budget calls, reviewing guidelines and instructions.
Briefs managers of schedule and data requirements for budget data.
Participates with managers in developing reviewing office needs, plans, and goals to develop budget data and justification for review and approval.
Prepares budget package for submission to the budget office and responds to all questions from that office. After budget has been approved, directs execution.
Monitors balances, status of projects, and recommends reprogramming of funds as needed. Justifies requests for reprogramming as necessary.
Reviews financial reports and resolves discrepancies with the appropriate accounting office. Assures that all expenditures are properly authorized and documented.
