Full Job Description

This position is located in the Office of the General Counsel (OGC), Executive Office for Immigration Review (EOIR).

Incumbent serves as the Administrative Officer in a staff advisory position to the General Counsel and Directors of all units in coordination of human resource management, financial operations, procurement, facilities operations, property management, security, information management systems, and other functional areas of administrative operations.

To qualify for the position of Administrative Officer, at GS-0341-14, you must meet the qualification requirements listed below.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.

Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

FOR THE GS-14 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties: Coordinating a variety of administrative programs related to budget and financial management, human resource management, and/or facilities operations; Analyzing issues related to program management functions; Developing administrative support policies and/or guidance to improve the efficiency of support operations; AND Serving as lead advisor for administrative operations of an organization.

The Administrative Officer is responsible for the management and direction of all administrative matters for the OGC and for providing or obtaining a variety of management services essential to the direction and operation of all unit functions including fiscal and personnel resources, administrative policy and management, project analyses and evaluations and coordination and integration of administrative matters with other EOIR components.

Duties include but are not limited to the following: Serve as Principal advisor and technical authority to the OGC on the development and maintenance of sound organizational structures, improvement of management and administrative methods and procedures, and effective utilization of employees, resources and funding for the OGC administrative programs.

Manage budget and fiscal matters related to the functions of the OGC.

Performs Contracting Officer Representative duties with responsibility for the coordination and oversight of all assigned contractor projects including the administration, development, evaluation and expansion of the OGC.

Acts as a liaison with EOIR and DOJ staff, as well as external vendors and business persons representing the OGC in discussions and negotiations, coordination and consultation on all issues, problems, and services of an administrative/operational nature.

Oversees a variety of special projects and initiatives and manages the work of the OGC administrative staff.
