Full Job Description

Are you looking to advance your career? The Department of Labor and Industry, Office of Unemployment Compensation Tax Services (UCTS) is looking for an outgoing individual to become an Administrative Officer 3. This role oversees bureau hiring including onboarding, developing, maintaining, and delivering orientation training as well as other human resource activities. You will have the opportunity to collaborate with other Commonwealth bureaus to coordinate staff access to their systems as well as assist in the troubleshooting of office technology. Requirements

As an Administrative Officer 3, you will manage the development and implementation of orientation training for new employees, overseeing the scheduling in conjunction with onboarding and participation by all trainers.

This role organizes a UCTS training calendar, advises trainers on the development of training materials, arranges locations, needed equipment, supplies, and assists with technical and equipment issues.

Incumbents coordinate resources for the bureau, including computers, equipment, furniture, and supply deployment and problem resolution.

You will have the opportunity to work with other bureaus on UCTS staff access to their applications.

Additionally, you will assist the Bureau of Administrative Services regarding any maintenance and repair issues.

This role coordinates all human resource (HR) actions for the bureau as well as serving as bureau liaison with HR.

Hiring actions are performed through the NeoGov system, coordinating all steps of the hiring process with management and supervisors. Other duties include:

  • Provides first-level technical issue triaging and resolution for bureau staff.
  • Oversees the lien filing process to ensure liens identified by the Central Operations Division are filed timely and accurately with appropriate County prothonotary.
  • Oversees the review and processing of paper mail returned and undeliverable emails from communications to employers.
  • Maintains a library of completed procedure manuals for UCTS.
  • Assists with preparation, updating, and publishing of all manuals, notifying staff regarding changes.
  • Coordinates safety and emergency evacuation teams and information, maintains official first aid, safety, and emergency information.
  • Supervises Administrative Officer 2 and Administrative Officer 1 positions in the Resource Management Unit.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Work hours may vary based on operational needs.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of experience in progressively responsible and varied office management of staff work in public or private organization, including experience in personnel management budgeting or procurement; and such training as may have been gained through graduation from a four-year college or university; or
  • An equivalent combination of experience and training.

This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment.
