The Administrative Officer for Extended Care and Rehabilitation Service (ECRS) provides administrative and professional support to the Associate Chief and all clinical programs within the service.
The Administrative Officer assists in providing the framework for planning, directing, coordinating, providing, and improving healthcare outcomes.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: planning, organization development, direction, and evaluation of operations, working collaboratively with senior executive staff to develop management objectives and philosophies, providing authoritative recommendations for revision of regulations and policies, drafting memoranda and bulletins to distribute medical center policy for wide distribution, analyzing statistical data and creating methodologies to present to management, managing procurement and contracting, developing community relationships and partnerships, formulating and managing fiscal and budgetary plans, supervising administrative personnel, and preparing plans for substantial workload changes with justification.

Major Duties:
Major Duties Administrative Management Provides full staff assistance on all administrative matters affecting patient care, education, and organizational policy within the service.
Evaluates program goals and objectives utilizing cost efficiency and management studies, statistical data, and analysis of trends in patient demands.
Develops strategic goals and measurement criteria to evaluate the effectiveness of short- and long-term planning efforts.
Coordinates and supports the development of all internal, VA, and external review systems to ensure both clinical and administrative activities comply with agency, accrediting, and regulatory requirements.
Formulates new policies and procedures and revises existing medical center and professional policies and procedures as necessary.
Data Analysis and Program Management Analyzes statistical data and develops business methodologies which are presented to the ECRS management team.
Conducts management studies to collect data on patient demand and workload trends.
Assists medical center staff in research, analyses, and development of reports pertaining to program plans, development operations, and assessments of planning phases of the medical center's activities.
Compiles final reports of evaluation efforts for all programs in each ECRS section and maintains compliance with all accreditation standards for The Joint Commission (TJC), Community Living Center surveying organizations, and Commission on Accreditation of Rehabilitation Facilities (CARF) in business and administrative matters.
Develops background and management options to deal with complex medical center planning and implementation problems.
Budget and Resource Management Evaluates, plans, develops, implements, and advises on administrative processes and programs such as contract management, funds management, clinic flow, clinic scheduling, staffing deficiency, labor mapping, access, and communication across the service line.
Manages the procurement and contracting process for ECRS. Maintains the required credits for appointment as Contracting Officer Representative (COR).
Responsible for the management of space allocation and bed assignments for CARF-accredited beds and works with other services to configure the optimal bed designations and the cost accounting for these.
Responsible for development and continuous monitoring of assigned organization control points.
Supervision and Personnel Management Directly supervises administrative personnel engaged in the accomplishment of ECRS functions. Develops performance standards and conducts appraisals.
Analyzes necessary human resources, related equipment needs, and space to effectively support the mission of the service for maximum utilization and effectiveness.
Performs administrative functions for staff programs including participating in the planning for allocation of residency positions and appointments.
Work Schedule: Full-Time, Monday-Friday, 0800-1630 Telework: This position may be authorized for ad-hoc telework. Telework eligibility will be discussed during the interview process.
