The Tibor Rubin VA Medical Center is currently recruiting for one (1) Administrative Officer in the Health Administration Service, Long Beach, CA.
The position has primary responsibility for the administrative and operational management of the services and programs of HAS at the VA Long Beach Health Care System.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: (In addition to meeting Time and Grade) You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: budget, procurement, pertinent laws, regulations, policies, conduct projects management processes, program services, reports, managing fund control, and coordinate daily administrative operations.

Physical Requirements: The work is primarily sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending.

Major Duties:
Perform the following duties and responsibilities: Responsible for the development, implementation and/or evaluation of the HAS budget, contract management, personnel management, coordination of educational activities, supply, equipment and procurement management.
Ability to apply principles and/or practices health care management, methods, techniques and skills in integrating the business goals of the Health Administration Service (HAS) with the strategic goals of the Healthcare System.
Provide technical and administrative supervision to 2 GS-7 Program Specialist , 2 Program Support Specialist GS- 9/11..
Oversee the daily operation of the unit, ensures that agency policies and/or priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Interview candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.
Provide administrative, technical, resource utilization and/or financial management of the administrative functions and operations of the service.
Work closely with the Chief of other Administrative Services, Nurse Managers, Supervisors, Physician Chiefs, Program Specialists, Management Analysts, and/or other members of the multidisciplinary healthcare teams to ensure the mission and vision of the VALBHS are met.
Identify program resource requirements, ensures appropriate acquisition and/or allocation of essential resources, and accounts for the effective utilization of all available resources in support of program activities.
Responsible for all administrative operations and coordinates optimal functioning of the Environment of Care.
Apply mastery of a wide variety of performance management tools, including, but not limited to audits, medical record reviews, clinical and administrative observation, data analysis, and performance improvement teams.
Manage all HR recruitment actions, personnel actions, and the incentive award program for the service.
Generating purchase requests in IFCAP/VISTA containing enough information for the contracting office to identify the salient characteristics of the item or services to be purchased.
