Full Job Description

The Southern Arizona VA is recruiting for an Administrative Officer in the Health Administration Service.

The primary purpose of the position is to provide direction and oversight in the execution of administrative and management functions to include: administration, human resources, budget and finance, management and program analysis (analytical, evaluative and advisory), office support services, document control, logistics and a variety of related administrative aspects under the Chief.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/04/2026.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: demonstrating analytical ability in order to evaluate the service line fiscal projections, workload, workflow, and substantive administrative support functions such as budget, personnel, procurement of supplies and equipment, contract negotiation; construction and renovation; and space utilization; providing administrative functions in support of a health care programs, including human resources management and finance.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B., if related.

(Note: You must submit copies of your transcripts for your education to be considered.). OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond graduate level education (in excess of one full years of graduate level education) and specialized experience to meet the total experience requirements..

You will be rated on the following Competencies for this position: Administration and Management Communication Financial Management Human Capital Management Organizational Performance Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is typically performed in an office setting at the Southern Arizona VA Health Care System/Medical center. The work is mostly sedentary.

However, it occasionally requires carrying or light objects such as files, books and papers, or computers and some walking, standing and bending. Include walking to various locations across campus.

Major Duties:

The primary purpose of the position is to provide direction and oversight in the execution of administrative functions to include: administration, human resources management, budget and finance, management and program analysis (analytical, evaluative, and advisory), office support services, document control, logistics and a variety of related administrative matters.

The incumbent has day to day responsibility and oversight for all administrative aspects of Health Administration Service and will work to facilitate the delivery of health care services to accomplish a full spectrum of analytical, coordination, and evaluation of duties.

The incumbent provides key staff support to the Health Administration management, participating in the decision-making process by providing recommendations of significant importance to the operation of the service.

The incumbent works collaboratively with and across Services and directly participates in program development and implementation that will impact Health Administration Service.

The major duties and responsibilities include but are not limited to: Collaborates with management staff within the Health Administration Service as well as related administrative or leadership staff throughout the facility affected by the operations of the service.

Works collaboratively with and across all Services and directly participates in program development and implementation that will impact all specialty outpatient services across the continuum of care.

Performs duties directly contributing to the administrative management of a health care system. Provides a full range of assistance on administrative matters affecting staff, patient care and policy.

Formulates long and short-range administrative policies and plans to ensure program and provider compliance with performance standards and outcome measures for Health Administration.

Implements, abides by and enforces policies and procedures that apply to all aspects of HAS, the facility and Veterans Health Administration (VHA).

Recruits, interviews, and participates in the selection of personnel for employment.

Monitors personnel actions and documentation related to recruitment, position management, position classification, actions relative to discipline, awards, and promotions, time and leave, delegation of authority forms, labor mapping, HRSmart, leave requests and others.

Responsible for personnel administration including knowledge of personnel operations including position classification, grievance procedures, performance standards, and disciplinary actions.

Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Identifies developmental and training needs of employees, providing or arranging for needed training.

Provides oversight of the HAS budget including control points, contracting, overtime and personal service dollars, keeping the Chief informed and working with the HAS personnel responsible for budgeting and financial management.
