This position is located at the VA Los Angeles HC System in Los Angeles, CA, Office of Patient Care Services.
The purpose of the Patient Care Services Administrative Officer is to perform all administrative functions to include administration, HR management, budget and finance, management and program analysis, committee support, office support services, document control, logistics, and a variety of related administrative matters in support of one of 6 services under the PCS -Nursing Service.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/28/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Managing daily operations of administrative programs and services; ensuring timely submission and compliance with directives, regulations and procedures.
2) Preparing and finalizing correspondence, reports, retrieving, and formatting information for various sources.
3) Managing administrative functions for human resources, budget and finance, program analysis, office support services, document control, or logistics, in order to enhance the effectiveness and efficiency of facility operations and activities.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D.
or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have a combination of experience and education as described above that equates to one year of experience.
The percentage of the required education plus the percentage of the required experience is equal to one hundred percent.

Major Duties:
Duties included but are not limited to the following: The incumbent will be assigned to either: Nursing Operations, Primary Care, Mental Health, Critical Care, Ambulatory Care and Acute Care.
The incumbent serves a complex clinical Service, comprised of clinical and non-clinical staff, including Title 38 providers, and Hybrid Title 38 and Title 5 clinical, technical, and clerical personnel.
The incumbent is an expert in all three major VA systems (Title 38, Hybrid Title 38 and Title 5), related laws, regulations and processes, in order to manage, oversee and perform functions related to operations, in support of the supervisor and staff, and to be able to educate and advise service staff and management.
The incumbent is involved in researching new management and business practices which may be suitable for adoption by the Service to improve administrative and clinical operations in compliance with regulatory organizations and guidelines.
Identifies resources required to support varied levels of Service operations; or analyzing and evaluating proposed changes in operating procedures.
The incumbent has input into leadership decision-making processes and implements administrative decisions affecting the Service.
Responsible for the development, implementation and/or evaluation of the HAS budget, contract management, personnel management, coordination of educational activities, supply, equipment and procurement management.
Apply principles and/or practices health care management, methods, techniques and skills in integrating the business goals of the Health Administration Service (HAS) with the strategic goals of the Healthcare System.
Provide technical and administrative supervision to 1 GS-6 Secretary and GS-7 Program Specialist.
Oversee the daily operation of the unit, ensures that agency policies and/or priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Interview candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.
Provide administrative, technical, resource utilization and/or financial management of the administrative functions and operations of the service.
Work closely with the Chief of other Administrative Services, Nurse Managers, Supervisors, Physician Chiefs, Program Specialists, Management Analysts, and/or other members of the multidisciplinary healthcare teams to ensure the mission and vision of the VALBHS are met.
Identify program resource requirements, ensures appropriate acquisition and/or allocation of essential resources, and accounts for the effective utilization of all available resources in support of program activities.
Responsible for all administrative operations and coordinates optimal functioning of the Environment of Care.
Apply mastery of a wide variety of performance management tools, including, but not limited to audits, medical record reviews, clinical and administrative observation, data analysis, and performance improvement teams.
Manage all HR recruitment actions, personnel actions, and the incentive award program for the service.
Generating purchase requests in IFCAP/VISTA containing enough information for the contracting office to identify the salient characteristics of the item or services to be purchased.
Preferred Experience: Administrative support across HR, budget, procurement, logistics, and operations in complex healthcare/public settings.
Managed recruitment, onboarding, and personnel actions for Title 38, Hybrid Title 38, Title 5, or similar staff.
Developed, monitored, and reconciled service-level budgets, including fund control points and purchase cards.
Served as contracting/acquisition liaison (procurement requests, COR duties, contract and invoice tracking).
Used data and performance metrics to analyze operations, report findings, and improve processes. Coordinated committees, meetings, and events, including agendas, minutes, and follow-up tracking.
