Full Job Description

The Administrative Officer position is to direct and perform, all administrative functions for the assigned service that include program administration, personnel management, business operations, financial management, quality assurance, facilities management and a variety of related administrative matters in support of an extremely large and complex medical facility.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: directing a personnel management program; providing budgeting and financial management; managing procurement and contracting; managing an accreditation program; providing for the overall administrative management of an organization.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.

or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.

You must have an combination of specialized experience and education beyond a Master's Degree (leading to a PhD) and Specialized Experience.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending.

Major Duties:

Major duties include: Maintain office compliance regarding regulations, policies, and guidelines as established.

Review and direct incoming documentation/inquiries and take personal action when applicable or direct to appropriate staff as needed.

Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work Works closely with Facilities Management Service to ensure strong communication, compliance with regulatory requirements and provide administrative oversight for facilities management issues within the service Oversee a variety of administrative functions in support of the business operations of the service including the distribution and dissemination of controlled correspondence, records management, publication and forms management, and data collection.

Serves as the management advisor and liaison with responsibilities for administrative support services including fiscal, personnel, supply, workload, quality accuracy, records administration, database entry and implementation, data management and analysis for the assigned service.

Prepares, justifies, and/or administers the budget for program area; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies.

Reviews, submits, and tracks all resource requests (budget, equipment, supplies) for the service.

Prepares comprehensive reports with findings and recommendations based on varied management and administrative considerations.

Maintains oversight of all fund control activity, travel budget requests, payroll (FTEE, overtime, unscheduled hours etc.) and contracting actions/reports Maintains oversight of action plans and performance improvement monitors within the service(s) and follows through to ensure that corrective actions are implemented Identify and analyze procedures, problems, and issues; determine effective procedures to improve the efficiency, effectiveness, and timeliness of administrative processes; plan and conduct studies and analyses of proposed facility reorganizations and changes; and formulate conclusions and recommendations that have facility-wide impact.

Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, benefits, classification, employee relations, and related areas.
