The incumbent serves as a liaison between the Social Work Chief/Social Work Service and Medical Center Leadership, as well as other Services, Social Work Service staff, and representatives of agencies and institutions outside of the Medical Center.
The incumbent prepares for the Social Work Chief, the annual Management Briefing, budget forecast, and all performance improvement reports to Leadership.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: gathering information, identifying, and analyzing issues related to the service, and developing recommendations to resolve substantive problems of effectiveness and efficiency of operations in a patient administration program setting.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.

Physical Requirements: The work is primarily sedentary, involving sitting at a desk and utilizing a computer terminal.

Major Duties:
The incumbent provides for and assists the Social Work Service (SWS) Chief with the financial and personnel management of the Social Work Service's programs and resources.
Responsible for directing, planning, and managing the administrative program, and effectively utilizing resources for all the varied areas within SWSs.
The primary functions of this position include planning, developing, and working with the SWS and Medical Center Leadership with reviews of initiatives, workload projections, and implementation plans (budget/resource needs).
The incumbent monitors progress in line with the strategic plan, mission, and vision.
The Administrative Officer performs a variety of interrelated, nonstandard duties involving a wide range of processes.
These may include identification and interpretation as well as the implementation of policy and procedural regulations and may involve revising or assisting in the revision of statements or policies regarding such matters.
This requires extensive knowledge of managing contracts, and a comprehensive understanding of the specific program goals, criteria, limitations, etc.
The incumbent will review new or proposed regulations and report to the Social Work Chief and Leadership on the impact on the program before implementation.
The incumbent coordinates with appropriate authorities (contracting officers, contract holders, etc.) to provide guidance to help assure optimal programmatic operation and compliance with guidelines.
The incumbent serves as an internal consultant (serving on continuous readiness teams, ad hoc committees, board of investigation, etc.) to the professional and administrative staff in the development of initiatives consistent with these guidelines and directives.
The most frequently encountered areas in which the incumbent must carry out these functions are: data analysis and validation; information security; business integrity; resource allocation recommendations; cost reduction and work simplification; purchase of major equipment; development of contracts; sharing agreements; hold a FAC COR ll certification, and performance improvement plans.
Creates reports and communicates strategic planning needs to Social Work Service leadership and, facilitates annual Management Briefing requests.
Prepares annual reports and assures that all staff education is recorded in the employee's OPF and Competency Folder.
Assists Chief, SWS, and Section Supervisors in capturing and assessing Service workload. Ensures that deadlines are met and that any deviations in productivity are reported to the Chief, SWS.
Prepares and submits reports and studies for inclusion in the Social Work Service report of the Director. Develops a meaningful quarterly Management Briefing.
Reviews new and proposed regulations for impact on the Service. Participates in identifying problems, and appraises programs and situations, providing resolutions and recommendations for improvement.
Represents the Service on various Facility-level committees as assigned. Oversees and updates competency folders for review by the JCAHO.
Responsible for the execution of the HR administrative management responsibilities related to the accomplishment of the mission.
Provides recommendation, information, and/or guidance to staff on basic procedural, policy, and/or regulatory requirements related to HR such as Staffing, Classification, Benefits, Awards, and Employee and Labor Relations (ER/LR).
With prior communication and approval of the Chief, the AO acts as a facilitator on individual ER/LR issues such as discipline, counseling, leave abuse, etc.; informs the Chief of potential problems and status of individual cases.
In concert with the Chief, works with management and union representatives to review, investigate and recommend solutions to labor-related issues.
Maintains close liaison with HR staff and refers complex requests to the appropriate HR department with prior approval of the Chief.
