The Acute Care Nursing Service at the Dayton VA Medical is looking for an Administrative Assistant(GS-07)/Officer(GS-09).
The Primary purpose of this position is to perform administrative functions that include administration, human resource management, budget and finance, management analysis, office support service, customer service and a variety of related administrative matters.
There is a 2 page resume limit requirement for this position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: I have at least (1) full year of specialized experience equivalent to the GS-5 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position.
Specialized experience includes: Compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning agency personnel processes and procedures; experience using office automation programs such as work processing spreadsheet, graphics, and desk top publishing; and coordinating with management to control purchasing and use of supplies.

Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards.

Major Duties:
Duties include but are not limited to: Provide direct supervision to administrative staff, to include day-to-day supervision, handling staffing/recruitment and employee/labor relations actions, performance, and other supervisory duties.
Serve as a Contracting Officer Representative (COR) and Purchase Card Approving Official for assigned fund control points.
Formulate, present, execute, and analyze business and budget planning evaluating financial trends and determining compliance with agency guidance.
Receive and monitor completed actions or responses; analyzing responses for completeness and accuracy against known policies and procedures; follows through action(s) to closure.
Assist with service-level Standard Operating Procedure (SOP) management, assigned operational processes, issue topics, special projects, inventory management, personnel and physical space management, travel program management, etc.
Serve as an active member of Nursing and Medical Center Committees, as directed Assists with suspense actions, tracking and completion, bed management, morning report briefings, accreditation/survey visits, issue briefs and other mission related activities.
Works in coordination with other internal reviewing services regarding complex audits and internal/external reviews Coordinate with individuals/offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings, and other external activities/meetings.
Additional Responsibilities The incumbent develops recommendations for adopting new or modified processes, procedures, or system changes, often involving modern technology.
They participate in meetings, conferences, and calls with administrators, senior experts, and external staff to secure information, investigate facts, present conclusions, recommend alternatives, and resolve problems.
They advise management on unique conditions affecting program activities, providing guidance on interpreting and implementing new or revised legislation, policies, and procedures.
Overall, the role requires expertise in administrative management, fiscal oversight, compliance, human resources management, and supervision, contributing to the Acute Care Nursing Service's optimal operations and quality outcomes.
