Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Provides advise, directions and guidance on the interpretation and application of administrative directives.
Assists in determining overall operational plans and procedures; develops technical data, estimates, statistics, generate memos, contracts and contract requirements to include budget requirements.
Ensures proper employee mapping is maintained and generate reports.
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education where the total qualifying experience and creditable education equals 100% or more.

Major Duties:
- Implements administrative policies and procedures for facility-wide areas of responsibility; proposes improvements to administrative directives for facility-wide areas of responsibility - Proposes improvements to administrative directives and policies and discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations.
- Assist in determining overall operational plans and procedures; works with supervisor on strategic planning operations; develops technical data, estimates, statistics, and suggestions which may be useful to higher management, collects, analyzes and transmits work performance and man-hour data for use by management.
- Provides advice, direction, and guidance on the interpretation and application of administrative directives and instructions; analyzes management plans to determine the impact on administrative processes - Assures the annual performance appraisals for all staff assigned to the Geriatrics and Extended Care, including physicians' professional evaluations, are completed in accordance with current regulations and established timeframes.
- Assists, coordinates and completes all actions, with Human Resources, including performance appraisals, pay-for performance forms, competency evaluations, and disciplinary actions and or memos.
- Responsible for managing all equipment assigned to the Geriatrics and Extended Care by overseeing the Electronic Inventory Listing (EIL), coordination all space and equipment requirements for the GEC and working closely with the appropriate personnel to ensure smooth operation of the clinic.
- Fully responsible for the overall administrative management for GEC. - Assures the proper employee mapping is maintained by nurse supervisor and generates the appropriate reports when requested.
- Reviews and evaluates completed staffing actions for overall quality of the documents, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy.
- Assists managers and staff concerning agency personnel processes and procedures.
- Assists managers in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, and processing training and recruitment requests.
- Serve as the subject matter expert on HR smart hiring programs, which post and create positions for hire.
- Acts in a confidential capacity and exercises discretion in handling and coordination sensitive information on behalf of the Director/Chief and other management officials, to include hearing preparations; audits and investigations; disciplinary actions; attendance at management meetings where labor-management relations maters are discussed; Bargaining Unit meetings; etc.
