The primary purpose of the Administrative Officer is to plan, direct, and carry out the administrative and management functions of the service including policies and procedures, personnel management, contract oversight, training coordination, procurement, supplies and equipment, preparation, and presentation of awards for employees, records management, security, budget programming and execution, control of communications, physical space management and special projects or studies.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Responsible for the overall daily administrative operations, requirements, and management of the entire Surgical Service; Performs full range of human resource requirements, board actions, organizational structure and serves as a liaison concerning personnel-related matters, processes and procedures; Provides advice and assistance to managers and staff concerning agency personnel processes and procedures, to include keeping management advised on personnel allocations, vacant positions and status of recruitments; Reviews, develops and initiates new policies and procedures for the Surgical Service as assessed to benefit the overall functioning of the Service; Manages credentialing needs of all Surgical providers across the healthcare system; Responsible for implementing a system of control which assures the fiscal management of the Surgical Service will be maintained on a sound basis, using accepted accounting practices; Reviews, approves, and submits requests for supplies, equipment, contracts, construction projects, and other identified needs of the Surgical Service.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.
or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree.
OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have a combination of specialized experience and more than 2 full years of graduate level education.

Physical Requirements: The work is mostly sedentary and requires some carrying of light items such as notebooks and papers. No excessive physical demands are required.
The incumbent must be able to move about freely to various locations throughout the medical center, sometimes in areas requiring surgical attire (cap, mask, and gown), or in clinical settings such as the inpatient care environment, the ICUs, the outpatient clinics, or the vascular laboratory.

Major Duties:
As the Administrative Officer for Surgical Care Service, ECHCS, the incumbent has critical and significantly diverse responsibilities.
The incumbent is responsible for developing and directing all administrative functions for Surgical Care Service; in addition, the incumbent has the authority to act as proxy for the Chief of the Surgical Care Service.
The incumbent serves Surgical Care Service in a capacity that facilitates the administrative requirements and program functions involved in the provision of patient care, medical education, and clinical research.
The incumbent provides direct line administrative oversight to all subspecialties comprising of the following: Cardiothoracic, General Surgery, Gynecology, Neurosurgery, Ophthalmology, Orthopedic Surgery, Otolaryngology, Plastic Surgery, Podiatry, Urology, and Vascular Surgery.
The Administrative Officer independently plans and conducts surveys and studies of operations within Surgical Care Service for the purpose of evaluating administrative methods, procedures, workflow, personnel utilization, organization, communication, planning, training, arrangements of space, and equipment utilization.
The incumbent recommends to the Chief of the Surgical Care Service the courses of action or changes which will improve the continuity of inpatient and outpatient services or improve the economy of operations.
