Full Job Description

The position serves as the Administrative Officer and manages, plan and/or support committees, boards, or conferences for all executive staff as appropriate; analyzes management techniques, processes and styles for improving organizational effectiveness; Manages for Quality Improvement and provides guidance for performance improvement to teams and managers; Manages procurement and contracting acting as a COTR for procurements.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/26/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a (GS-11) position you must have served 52 weeks at the (GS-9). The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations .

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Successfully completed a Ph.D.

or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M.

in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application.

Education cannot be credited without documentation.

OR, Combination: Possess equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements.

NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Physical Requirements: The work is primarily sedentary, but includes some walking, standing, bending, lifting and carrying of relatively light items such as books and medical records.

Major Duties:

The duties include but are not limited to: Program Planning & Procurement: Manage and support committees, boards, or conferences for executive staff.

Analyze management techniques and processes to improve organizational effectiveness. Responsible for Quality Improvement and provide performance improvement guidance.

Manage procurement and contracting processes including preparing procurement requests and acting as a Contracting Officer's Technical Representative (COTR).

Work with senior leadership for the development of policies and plans. Gather and maintain data for developing, evaluating, and modifying the organizational structure and systems.

Lead analysis and interpretation of workload and other data for resource planning. Evaluates Programs/Monitors Data: Verify, update, evaluate, monitor, and compile data for executive leadership.

Develop and maintain internal reviews and quality assurance programs. Prepare and present recurring and non-recurring statistical reports.

Ensure quality assurance issues are documented and follow-up actions are taken. Attend educational conferences, training seminars, and conference calls.

Resolve issues related to overcharges and overpayment and maintain proper documentation.

Resources & Productivity Goals: Maintain comprehensive resources including manpower, space, equipment, and staffing. Oversee human resources requirements and act as liaison with HR office.

Handle incoming personnel and coordinate department orientation and required access. Assist with mid-year and annual performance evaluations. Maintain employee competency folders and training records.

Develop performance plans and manage the performance appraisal process. Assess equipment needs and track the life expectancy of current equipment.

Conduct surveys on space utilization and manage positions within the healthcare system. Provide training to new and current staff.

Administration: Formulate, develop, and implement policies with service chief and management. Develop, refine, or revise operational procedures.

Provide management advisory services to improve processes and accumulate cost efficiency and statistical data. Conduct management studies and develop automated processes.

Perform organizational analysis and present findings for oral and written presentations. Participate in cost comparison or cost reduction studies. Have expert knowledge of data system functions.

Contribute to management policy and decision-making processes with substantial effect on the operation.

The overall objective of the role seems to be to provide comprehensive administrative support, improve organizational efficiency, and ensure quality and compliance within the healthcare system.
