This position is with the U.S. Department of Labor, Bureau of Labor Statistics, Office of Field Operations, Atlanta Regional Office. This position is outside the bargaining unit.
For the GS-11 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service; OR a Ph.D.
or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M.; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
Qualifying specialized experience for GS-11 includes: Planned and coordinated administrative and business management activities in the areas of financial management, facilities management, human resources management and/or procurement; Managed budget formulation, execution, and administration; preparing reports, administrative policy statements and procurement cost analysis; advised and informed management and employees of human resources rules, policies, regulations, and procedures; Used automated systems to perform various administrative functions such as procurement, travel management, financial management, etc.
and human resources functions such as requests for personnel actions and time and attendance; and Provided management advisory services and formulates and implements administrative management policies, procedures, operations, goals, and objectives Major Duties:
This position serves as the primary contact for administrative matters in the Atlanta Regional Office and is responsible for the full range of administrative functions.
Duties include but are not limited to: Participates in management planning, policy-making and decision-making meetings regarding the budget, human resources (HR), program goals, personnel, procurement and administrative operations and maintains meeting notes.
Works closely with the Regional Commissioner and the management team to identify administrative priorities, needs or problems and to rectify the situations, plan administrative studies, or develop proposals.
Advises and assists management officials on such matters as future staffing needs, and recruitment and placement methods.
Coordinates HR activities within the region and within authorities and guidelines delegated to the Regional Commissioner. Oversees the records and property management functions.
Provides authoritative advice and administers the activities relating to financial management through direct authority to access and provide input to the BLS and DOL Management Information Systems and subsidiary records.
May provide technical guidance and oversight to one or two lower-graded employees, such as the Administrative Specialist.
