About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S.

Cyber Command - J7 Force Development Directorate at Fort Meade, Maryland. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Such experience is typically in or directly related to the work of the position to be filled.

Specialized experience would be demonstrated by 1) Overseeing personnel management to advise staff on policies, procedures, and directives of higher-level management.

2) Interpreting training objectives to determine how to utilize command resources to achieve goals.

3) Conducting assessment of programs and resource allocations to optimize support of cyber workforce, and 4) Collaborating to integrate cyber training with operations and pre-planned courses of action.

Major Duties:

  • Directs, coordinates, and oversees work through subordinate supervisors.
  • Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors.
  • Supports the commands and USA’s Equal Employment Opportunity (EEO) program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials.
  • Leads cyberspace training requirements analysis and program development efforts to define requirements, objectives, and priorities to address immediate training needs within the cyber force.
  • Leads the organization’s continuing collaboration with workforce planning and civilian/military personnel management/training authorities to integrate these cyberspace training requirements into their programs.
  • Leads team members in making use of the Joint Training Tool (JTT) to document these training objectives and requirements and make them available for use by other members of the DoW cyber community
  • Represents the Command in discussions and negotiations with external cyberspace program partners to explore establishing joint ventures for cyberspace training.
  • Guiding the Training and Education Requirements Division in identifying and forecasting operational training needs.
