The Accounting Manager is responsible for maintaining and supervising comprehensive accounting records and financial systems under the guidance of the
Director of Finance. This role involves overseeing expenditure and budgetary control accounts, preparing trial balances, and generating financial reports to
support the college's objectives.
Job Duties of the Accounting/Fiscal Manager I:
Supervises a team responsible for general accounting tasks and bank reconciliations, managing work assignments to ensure accurate documentation andtimely financial transactions under the guidance of the Vice President of Finance.
Develop policies, procedures, and training materials for staff within the Business and Finance Office.
Oversee the Employee Performance Management System for subordinates, including conducting probationary and annual performance reviews.
Maintains general and subsidiary ledgers to ensure compliance with accounting principles.
Prepare adjusting entries and verify their accuracy, prepare budget and financial reports for department heads and managers subject to the Vice President of Finance's approval.
Support the Vice President of Finance inmanaging accounting functions for construction projects, contracts, and grants, including bookkeeping and auditing.
Collaborate with the Vice President of Finance to ensure adherence to applicable laws and regulations across all financial processes.
Facilitate auditor requests and support year-end close-out procedures.
Assist in managing fiscal activities, establishing accounts, and preparing income and expense reports tomaintain financial integrity.
Oversee the completion of various monthly, quarterly, and annual reports for submission to state and federal agencies.
Assists in implementing state budgetary policies and interpreting the legislative intent of appropriation acts under the Vice President of Finance's guidance. Prepares and review budget adjustments, personnel position requests, allocations, and fund transfers to align with college goals.Works with Human Resources and the outsourced payroll agency to ensure all expenses are included in the College's general ledger, and all payroll related liabilities are paid in a timely manner. Performs other duties assigned to drive to the vision, fulfill the mission of the college.
Requirements
State Minimum Requirements: A bachelor's degree with accounting courses and professional experience in a related area such as accounting, auditing, banking or finance. Must have a valid driver's license. NETC Preferred Requirements: A bachelor's degree plus 15 semester hours in accounting related courses. Four (4) years professional experience in related area (i.e.. accounting, auditing, banking, or finance). Three (3) years of supervisory experience.
Qualifications
Knowledge Requirements: The employee should possess a strong understanding of the principles, practices, and theories related to accounting, auditing, banking, budgeting, and financial management. This includes familiarity with applicable laws, regulations, and policies relevant to the role. Proficiency in MS Excel and experience with systems for managing inventory, fixed assets, and capital projects are also required. Skills and Abilities: The ability to effectively plan and implement a financial management program, alongside the capacity to interpret and analyze complex financial data and reports. The employee must be adept at planning, assigning, reviewing, and supervising the work of others, demonstrating strong leadership qualities. Effective communication skills are crucial for conveying information clearly and fostering collaboration within the team and across departments. The employee operates under the supervision of the Vice President of Finance, who provides overall guidance and support. Decision-making varies based on the complexity and visibility of the work assignment. For routine tasks, such as researching funding availability, the employee has the discretion to make independent decisions. However, for high-profile assignments, like agency budget requests, the employee is expected to provide recommendations to the Vice President of Finance for final decisions. Work performance is subject to general review through periodic meetings and evaluations of submitted reports, ensuring alignment with the college's financial goals and policies.
