This position is located in Juneau, Alaska and reports to the Director of ASMI’s Communication Program. This position is a range 14-16-18 flex position.

Accountant

Salary $2,952 / $3,379 Biweekly DOE

The Alaska Seafood Marketing Institute (ASMI), Department of Commerce, Community and Economic Development (DCCED) State of Alaska is seeking candidates for an Accountant position.

This position is located in Juneau, Alaska and reports to the Finance Director. The position is the primary support contact for the International Marketing program and is responsible for fiscal and administrative functions. This position is also a backup travel coordinator.

Responsibilities include:
  1. Summarize and report on the financial picture of the international budget currently at $12 million. This includes maintenance of an excel projection workbook with many tabs, formulas and links. This is reconciled monthly to the state accounting system, Integrated Resource Information System (IRIS).
  2. Pull Alaska Data Enterprise Reporting (ALDER) reports for federal auditors. Manually add claim number information to audit trail to assist the auditors in their review of transactions.
  3. Receipt and provide coding for revenues/abatements for international programs.
  4. Track activities for the international program and complete federal reimbursement requests on website for federal grant.
  5. Ensure supporting documentation meets the federal grant guidelines and are attached to invoices coded to use federal funds.

    Provide additional review of invoices and back up for compliance to Federal regulations. Work with International Program Director and International Program Coordinators to reconcile compliance issues.

  6. Ensure all federal grant deadlines are met.
  7. Ensure compliance with federal and state laws, regulations, policies, procedures, and administrative requirements.
  8. Ensure all internal controls are followed for invoice processing.
  9. Coordinate and verify budget amounts with International Marketing Director for each of the programs. Work with International Program Coordinators for invoice approvals and budget changes.
  10. Process wire transfers for both domestic and international programs.
  11. IRIS data entry for encumbrances, payments to vendors, travel reimbursements, journal entries, clearing purchase card charges, etc.
  12. Book and reconcile travel authorizations within the timeframe of the Alaska Administrative Manual (AAM) and ensure all State of Alaska travel rules are adhered to.
  13. Approve invoices when the Finance Director is out of the office.
  14. Payroll data entry for entering timesheet information as needed.
  15. Maintain filing system for accurate recordkeeping and archiving related to the federal grant requirements. Assist with federal audit preparation and provide on-site support to International Program Director and auditors during a review.

Requirements

Minimum Qualifications: Any combination of education and/or experience that provides the applicant with competencies in:

  • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Principles of Accounting: Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
  • Technical Competence: Uses knowledge acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

State of Alaska Executive Exempt (XE) range 16/18 Flex wage and benefits.
