The primary purpose of the position is to perform professional accounting work that requires application of accounting theories, concepts, principles, and standards examining, analyzing, and interpreting accounting data, records, and reports from Integrated Distribution Accounting and Procurement (IFCAP), Financial Management System (FMS), Purchase Card Repots and other areas.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Accountant GS-09 require the Individual Occupational Requirement be met.
Individual Occupational Requirement: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
The 24 hours may include up to 6 hours of credit in business law.
(TRANSCRIPTS REQUIRED) OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
Background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.
This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of stated above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors have determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
(TRANSCRIPTS AND/OR COPY OF CERTIFICATION REQUIRED) In addition to the Individual Occupational Requirement: GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience includes: working independently in pressure situations, setting priorities and meeting deadlines; communicating both orally and in writing to individuals, groups, and representatives of organizations on a wide range of accounting and financial topics and running reports and reviewing, reconciling and making corrections if needed.
OR Possess two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. Education must be directly related.

To qualify for the GS-11 position: Possess one year of specialized experience, equivalent to at least the GS-09 level in the federal service, that equipped you with the knowledge, skills, and abilities needed to successfully perform the duties of this position and that is typically in and/or related to the position being filled.
Specialized experience includes: Monitoring daily operations of the accounting section, Assuring the proper documentation and entry of accounting transactions; Knowledge of interviewing techniques; Interviewing candidates for accounting section positions; making recommendations for appointments and selections; Interpreting objectives and developing procedures to obtain objectives; Interpreting regulations, rules and policies; ability to apply professional concepts and methodologies of accounting as well as knowledgeable to functional program characteristics and requirements; Handling situations involving a high degree of tension or discomfort involving people who are demonstrating a high degree of hostility or distress; working in conjunction with the Chief, Fiscal Service in the formulation, development, preparation and execution of the Annual Budget Plan and developing operating procedures for technicians and support personnel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work is primarily sedentary, but may require some light lifting, bending, and stooping in maintenance of office files.
The work is performed in an office setting, although it is required that the incumbent leave the area to attend meetings and gather documents and information needed in the daily operation.

Major Duties:
Major Duties: Performs special analytical reviews for management. Assist Chief of Accounting in areas of training and cross training.
Performs various reviews and analysis to ensure the financial integrity of the accounting section.
Analyzes accounting problems and requirements and provides recommendations on practices and principles.
Analyzes data from Integrated Funds Distribution Accounting and Procurement (IFCAP), Financial Management System (FMS), Purchase Card Reports, Online Certification System (OLCS), and other areas as directed.
Assists in the execution of responsibilities in directing the accounting and payment functions.
Modifies and applies conventional accounting and analytical techniques to solve a variety of accounting problems.
Compiles current financial data and trends to management officials in order to assist them during decision-making process; present possible solutions and makes recommendations based upon analysis of the situation using the data given and its effect on the accounting system of the Medical Center.
Plans and carries out assignments to improve efficiency/productivity of Medical Center and is also responsible for the completion of timely and accurate financial reports.
Performing varied duties by applying a series of different and unrelated, but established methods, practices, and techniques.
Gathering data, identifying and analyzing issues, and developing recommendations to resolve substantive problems.
Utilizes extensive knowledge, experience and educational background in accounting and health care systems and hospital administration at all levels to effectively analyze and develop sound conclusions and recommendations.
Influence managers or other officials to accept and implement findings and recommendations from audits. Other duties as assigned.
