An independent Federal agency, the U.S.

International Trade Commission provides the President and Congress with high quality analysis and technical support on international trade, tariff and competitiveness issues; hears and decides import injury cases and publishes the United States' tariff schedule.

Basic Education requirement for all applicants: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard.

Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.

This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the Basic Education requirement, all applicant must also meet the Specialize Experience.

To qualify at the GS-15 level, applicants must have at least one year of specialized experience at the GS-14, or equivalent level, in the Federal service.

Specialized experience would include progressively responsible professional experience sufficient to show a normal level of progression and senior-level knowledge of the occupation.

It should include specific experience: (a) Extensive experience and expertise in the theories, principles, practices, and techniques of governmental accounting, including knowledge of OMB related directives, U.S.

Treasury and other government agency requirements; (b) Broad expert knowledge of Oracle Federal Financials system, capabilities, system interrelationships; (c) Knowledge of accounting systems design and installation principles and techniques to function as the technical expert with the financial/accounting system and applies this expertise to solving the most complex and difficult systems issues; (d) Expert in developing and installing financial/accounting and business management systems and developing supporting accounting policies for documented financial workflows; and (e) Skill in written and oral communication such that ideas, concepts, and methodologies are clearly and concisely expressed in papers and briefings and is able to persuade others and gain cooperation in the face of significant difference of opinion or controversy.

Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

As a Senior System Accountant, you will perform a variety of tasks and functions, which will require application of your formal education, supporting staff members and the organization in the accomplishment of their duties and mission.

You will perform assignments, in the areas of accounting/auditing.

The duties will include working with automated financial systems, assisting with reconciling general ledger accounts, utilizing Microsoft (MS) Excel to perform financial analysis; providing support to financial manager; working with obligations on various types of contract documents, developing analytical skills, familiarization of Oracle Federal Financial application and reporting capabilities.

In addition, maintain electronic financial records, prepare financial reports, conduct audit transactions, document findings and support financial staff in various duties assigned.
