Summary

This accountant role at the Military Sealift Command involves managing accounts receivable, reconciling financial records, spotting errors in budgets and balances, and advising on financial processes to keep everything accurate and compliant.

Key Requirements

  • One year of specialized experience at GS-09 level (for GS-11) or GS-07 level (for GS-09), including analyzing budgetary and proprietary account balances
  • Basic accounting qualifications per OPM standards for the 0510 series
  • Experience identifying discrepancies in budgets and account balances and recommending corrective actions
  • Knowledge of financial management regulations, policies, and procedures related to the World Capital Fund and Command's Financial Management System (FMS)
  • Proficiency in reconciling General Ledger to Subsidiary Ledger, including in Navy Enterprise Resource Planning (NERP) system
  • Ability to conduct research, analyze transactional data for abnormalities, and ensure accuracy of billings and account balances
  • Experience providing advisory services on receipting and expensing processes

Full Job Description

You will serve as an ACCOUNTANT in the ACCOUNTS RECEIVABLE DIVISION (N8211) of MILITARY SEALIFT COMMAND.

For the GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience identifying material discrepancies within the budget and account balances, making recommended corrective actions to leadership.

Experience providing financial management advisory services concerning receipting/expensing of the entire receipting process.

Experience utilizing financial management regulations, policies, procedures, and programs as it pertains to the World Capital Fund and the Command's Financial Management System (FMS) in order to validate account balances.

Experience analyzing budgetary and proprietary account balances, presenting findings to leadership that maintain to accountability and fiscal integrity.

  • You will conduct research, identify, and analyzes accounts receivables and performs GL/Subsidiary ledger reconciliations and identifies the needs for process changes and/or restatements of account balances.
  • You will analyze transactional data existing in the sub-ledgers and the GL for abnormalities and/or inconsistencies.
  • You will assist managers and staff officials in making necessary changes and in solving complex problems with respect to the documents at hand and to accounting balances.
  • You will ensure the accuracy of all billings and ensure that all account balances are fully supported by sufficient evidential matter.
  • You will reconcile the General Ledger to the Subsidiary Ledger (modules) at the lowest account segment level within MSC’s Navy Enterprise Resource Planning (NERP) financial system.
  • You will conduct intensive research and analysis of unidentified items.
