Summary

This job is for a senior accountant in the U.S.

About the Position: Serves as an Accountant for the US Army Joint Counter-UAS Office, Executive Division, as a Senior Accountant for the planning, development, and coordination of all accounting systems.

BASIC REQUIREMENT FOR ACCOUNTANT Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard.

Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.

This can include up to 6 hours of business law; or A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS 12 Specialized Experience: One year of specialized experience which includes assisting with the analysis of financial reports to ensure compliance with established accounting procedures and regulations; monitoring finance and accounting operations using prescribed tools; utilizing automated financial management systems to support budget execution; and communicating with management regarding accounting matters.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

GS-13 Specialized Experience: One year of specialized experience which includes analyzing financial reports to ensure compliance with accounting principles and regulations; implementing methods and tools to monitor finance accounting operations; utilizing financial management systems to support budget financial management; and interacting with higher personnel echelon concerning accounting matters.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

GS-13: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

  • Direct the design, development, implementation, modification, and management of programs and procedures related to analysis and reconciliation requirements for accounting.
  • Reconcile monthly financial reports with central disbursement and fund allowance systems to ensure data integrity and accuracy.
  • Provide guidance and direction to protect the integrity of the program's data structures and to ensure the certification process is in compliance with accepted accounting principles and standards.
  • Provide managerial accounting advice and assistance to program managers and installation commanders.
  • Ensure procedural compliance and implement required corrective actions.
  • Participate in formal briefings or equivalent meetings to provide accounting advice and assistance when needed.
