Full Job Description

As an Accountant with the Office of the Chief Financial Officer, you will be responsible for helping to develop financial analysis and financial reporting tools and techniques.

You will assist in planning and coordinating the implementation and execution of approved policies, programs, and services related to the Agency's financial accounting.

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-11, you must have: a) One year of directly related specialized experience equivalent to the GS-09 level: Recording or controlling financial transactions related to areas of accounting such as accounts payable, cost accruals, travel, payroll, property; Reviewing processes and procedures to identify improvements that promote efficiencies and cost savings; Performing accounting data analysis or reconciliation.

OR b) Completed all requirements for a doctoral degree (i.e., Ph.D.

or equivalent) in an appropriate field OR c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D.

degree or equivalent doctoral degree in an appropriate field To qualify for GS-12, you must have: a) One year of directly related specialized experience equivalent to the GS-11 level Performing a broad range of operational accounting and financial management; Analyzing, reconciling, and interpreting accounting data; Performing research and responding to inquiries on a variety of accounting topics.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Performing financial data analysis, processing transactions, reconciling and reviewing outputs in accordance with Generally Accepted Accounting Principles (GAAP) or governmental accounting practices such as those established by Government Accountability Office (GAO), Office of Management and Budget (OMB) and the Department of Treasury; Supporting NASA's financial and internal control audits, preparing documentation or providing recommendations to senior accountants/leaders; Gathering, organizing, and analyzing accounting data to identify problems utilizing the Agency's accounting systems, taking appropriate action for corrective measures.

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Provides technical advice and tools to accountants and analysts in the continuing revision and improvement of the Agency accounting system and processes, including the implementation of financial quality assurance and internal control activities.
  • Serves as an interface for financial audits, reviews, and assessments.
  • Evaluates, reviews, and interprets statutory, regulatory, and policy directives affecting operations to ensure Center compliance with applicable laws.
  • Develops financial analysis and financial reporting tools and techniques. Plans and coordinates implementation and execution of approved policies, programs, and services related to accounting systems.
  • Prepares policies and procedures incorporating statutes, regulations, and generally accepted accounting principles and standards related to financial quality assurance and internal control activities.
  • Reviews reconciliations and financial reports to ensure accuracy and timeliness. Provides guidance regarding accounting and financial reporting matters; may participate or lead Center/Agency financial process teams.
  • Develops new approaches to solving unanticipated or unique problems and discerning meaningful solutions from data to solve problems.
