YouthSource at Renton Technical College (RTC) is the King County Children, Youth, and Young Adults Reengagement Center on the Renton Technical College campus.

YouthSource at RTC provides case management, education, training, and employment services to young people ages 16-24 years.

This position requires a highly skilled leader who can lead a team of Social Service Professionals, Instructors, and community partner staff while providing excellent customer service to young people ages 16-24 years.

This position will require skills working within a post-secondary environment, familiarity with the student transition from secondary to post-secondary programming, and the various supports available at the college.

This position will also be responsible for the billing and reporting, and should be very knowledgeable regarding the state and local requirements for Open Doors.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end 24 months from the start date, but subject to change dependent on operational need.

This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday, 8 am - 5 pm. This position is represented by Protec17.


MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Renton Technical College, 3000 NE 4th St., Renton, WA 98056.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements


  • Provide supervision and support to the YouthSource at RTC on-site case management team and partner staff.
  • Understand how to apply and maintain equity and social justice, heart-centric practices into engagement with staff, students, and community partners
  • Ensure excellent customer service on site, including resolving concerns with students, parents and community partners.
  • Ensure that the communication (formal and informal) of the needs of students and staff is shared with and contributes to the shared consciousness of the leadership team.
  • Responsible for billing and navigating the complexities of both the college and the King County systems for data and finance.
  • Understand Open Doors billing and be able to track, maintain, and create reports.
  • Engage with the community in outreach into the colleges, high schools, and non-profits.
  • Ensure that the Children, Youth, and Young Adults Division (CYYAD) and YouthSource at RTC maintain a strong and known presence as an available pathway for students.
  • Maintain cadence of meeting schedules with the leadership team, staff, and Renton Technical College’s Administration.
  • Provide leadership and day-to-day oversight of the facility.
  • Engage daily and manage relationships with Renton Technical College.
  • Maintain comprehensive knowledge of community resources and services.
  • Facilitate and maintain strong community partnerships.
  • Provide oversight of the implementation of the youth development programming schedule of events, and ensure students' needs are being met.
  • Explore continuous improvement opportunities through a value-based, creative, forward approach.
  • Review data and use data for continuous quality improvement.
  • Perform other related duties as assigned.

Qualifications

  • Two years of increasingly responsible recent experience in youth program management, planning, development, implementation and/or a combination of education and experience. Recent experience is within the last five years.
  • Experience in education and employment services serving young people ages 16-24 years
  • Two years of experience with Open Doors billing and reporting, and/or other relevant budgeting, reimbursement models, and experience in contracts and grant-related financials.
  • Three years of demonstrated leadership and/or supervisory skills within a multidisciplinary and multi-agency team. This can be demonstrated through functional leadership and not formal supervision of a team.
  • Knowledge and professional experience with reengagement, Open Doors, and WIOA programming.
  • Ability to multitask and work in stressful situations involving youth.
  • Leads with race, equity, and social justice and has five years of experience working with Black, Indigenous, People of Color (BIPOC) youth.
  • Strong leadership and management skills, including team building and team accountability.
  • Demonstrated team-building skills with youth and adults.
  • Demonstrated experience in ensuring program compliance with contract policies, procedures, program requirements, and federal regulations.
  • Demonstrated experience in gathering, maintaining, analyzing data, and developing formal written reports for professional and community audiences.
  • Demonstrated ability to develop and maintain collaborative partnerships with stakeholders.
  • Proficiency in Microsoft Word for Windows, Excel, and Access.
  • Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner.
  • Ability to pass a post-offer/pre-hire Washington State Patrol background check.
