The King County Veterans Program (KCVP) seeks an experienced Site Manager (PPM IV) who serves as an operational leader responsible for ensuring consistent, high-quality service delivery at the Northgate veterans service hub.

This role provides daily onsite direction, trauma-informed guidance, and workflow leadership to a multidisciplinary team serving veterans and their families.

The Site Manager ensures seamless service flow, positive customer experiences, and safety oversight while maintaining program standards and accountability.

This position supports coordinated operations across Northgate, Tukwila, and future expansion hubs based on operational needs.

The Site Manager contributes to budget stewardship, data integrity, performance expectations, continuous improvement activities, and strong internal and external partnerships that enhance access to resources for veterans.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end 24 months from the start date, but subject to change dependent on operational need.

This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday, 8 am - 5 pm.


MISSION CRITICAL POSITION STATUS: This position has been designated Mission Critical.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.

The primary onsite location is the NorthGate Exec Tower II at 9725 3rd Ave NE, Suite 300, Seattle, WA 98115, with some travel to Tukwila and field-based work as needed.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Requirements

  • Lead, motivate, direct, and coordinate the onsite work of multidisciplinary staff, including social service professionals and administrative staff, to ensure clarity in priorities, workflow, and escalation pathways.
  • Provide daily operational leadership at KCVP service hubs to ensure continuity of service delivery and uphold trauma-informed, culturally responsive practices.
  • Exercise delegated decision-making authority to resolve service flow issues, client concerns, and operational challenges in real time.
  • Promote a safe and secure service environment, implementing behavioral and safety policies and coordinating with security and facilities partners to support risk prevention and crisis response.
  • Maintain accountability for customer experience outcomes, including wait-time management, communication quality, and successful access to services and benefits.
  • Support a consistent operating model across all KCVP service hubs by implementing program policies, documentation standards, and staff training practices.
  • Develop and maintain strong relationships with staff, veterans, community partners, and other service providers to support integrated care and timely access to resources.
  • Collaborate with the Veterans Policy & Initiatives team to improve service coordination, strengthen referral pathways, and elevate trends or emerging needs in the veteran community.
  • Track and report site-level performance indicators and support budget monitoring by providing insights and recommendations to the KCVP Site Operations Manager.
  • Represent KCVP at site-level meetings, stakeholder engagements, and collaborative forums to support aligned service delivery across partners and systems.
  • Float between Northgate, Tukwila, and future expansion hubs as operational needs require, including providing on-site leadership coverage when needed.
  • Perform related duties as assigned to support operations and service excellence in areas of greatest need.

Qualifications

  • Bachelor's degree in human services, public/business administration, or related field, and/or an equivalent combination of education and professional experience supporting human or social services operations.
  • At least 4 years of supervisory and/or team leadership experience in a direct-service or customer-facing environment, including responsibility for guiding work priorities, coaching staff, and supporting real-time decision-making.
  • Demonstrated experience leading daily operations in fast-paced service settings and ensuring high-quality client experiences.
  • Demonstrated ability to respond to behavioral risk, de-escalate crisis situations, and maintain a trauma-informed and safe service environment.
  • Strong interpersonal and communication skills, with the ability to build effective relationships with staff, veterans, and community partners.
  • Experience implementing program policies, workflows, or documentation standards that support operational consistency.
  • Proficiency with Microsoft Office Suite and collaborative platforms.
  • Valid Washington State driver's license or ability to travel throughout the county in a timely manner


Desired Experience, Qualifications, Knowledge, Skills

  • Experience serving veteran clients and familiarity with VA/WDVA and VSHSL-funded programming.
  • Experience working in county/state/public social service systems.
  • Experience supporting program performance improvements and data-informed decision making.
  • Knowledge of King County service environments, housing/employment navigation systems, and community-based provider networks.
