About the Role:

The WorkSource Administrator is a strategic and operational leader responsible for ensuring the effective management and delivery of Employment Security Department (ESD) services within WorkSource centers and other community locations.

This position reports to the Regional Director and collaborates closely with fellow Administrators, the Regional Operations Manager, and local workforce system partners to meet performance goals and advance integrated service delivery.


This role oversees ESD operations at WorkSource Spokane, located at 130 S. Arthur St., Spokane, WA 99202. WorkSource Spokane operates as a collaborative partnership of service providers and is managed by the local workforce council. As a result, this position is responsible for ESD’s portion of the operations rather than the entire Workforce Spokane system. In partnership with other stakeholders, it supports coordinated service delivery across Workforce Development Area 12. Many previous Administrators have advanced into other roles, creating opportunities to learn from and collaborate with individuals who have successfully served in this position.

About the Workforce Services Division:

The Workforce Services Division (WSD) delivers a wide range of employment and support programs across Washington’s workforce system, including:

  • Labor Exchange.
  • Migrant Seasonal Farmworker (MSFW) Services.
  • Veterans Services.
  • Trade Adjustment Assistance (TAA).
  • WorkFirst.
  • Basic Food Employment & Training (BFET).
  • Reemployment Services & Eligibility Assessment (RESEA).
  • Washington Service Corps (WSC).

Requirements

Some of what this position does:

  • Supervision & People Development; Lead, develop, and support staff by providing clear expectations, ongoing training, and an inclusive, engaging work environment.
  • Programs, Policy & Performance; Oversee a broad portfolio of workforce programs by monitoring performance, ensuring compliance, using data to guide decisions, and driving continuous improvement and innovation.
  • System Services & Partnership; Strengthen integrated service delivery by collaborating with partners, engaging the community, resolving customer issues, and applying feedback to enhance equitable access and outcomes.
  • Budget & Contracts; Manage a $3M+ operating budget and all related contracts, agreements, and funding processes to ensure fiscal responsibility and operational compliance.

  • Operational leadership across one or more locations.
  • Compliance with local, state, and federal policies.
  • Adherence to the CBA.
  • Performance outcomes and continuous improvement.
  • Budget management, procurement, and facility operations.
  • Staffing, training, and leadership development.

Qualifications

Required Education, Experience, and Competencies

  • Four (4) years of progressively responsible experience leading a large, diverse team or organization within a fast-paced, community-focused environment that prioritizes human-centered service delivery.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
Required experience includes:
  • Demonstrated success in human resource management, with experience working within the framework of a Collective Bargaining Agreement.
  • Proven expertise in overseeing large, grant-funded budgets in compliance with state and federal fiscal policies and procedures.
  • Experience leading or supervising teams within a diverse, multi-disciplinary, and customer-centered service delivery setting.
  • Demonstrated success in coaching and mentoring entry- and mid-level leaders, promoting clarity of direction, a collaborative team environment, and a strong commitment to equity, diversity, inclusion, and belonging.
  • Strong problem-solving abilities in complex, fast-paced environments involving multiple stakeholders.
  • Proven capacity to build and maintain meaningful relationships with community members, colleagues, partners, and stakeholders.
  • Skilled in communicating effectively and efficiently across teams and systems using a variety of communication platforms and tools.
  • Experience assessing team capacity and performance to ensure alignment with program objectives and support sustainable, high-quality service delivery.

Preferred/Desired Education, Experience, and Competencies
  • Comprehensive understanding of the public workforce system, including the Workforce Innovation and Opportunity Act (WIOA) and the roles of agencies, boards, and committees involved in statewide service delivery.
  • Bachelor’s degree in public administration, business administration, communications, operations strategy, organizational development, or a closely related field.
