This is a Dual Language Opportunity — you must be able to communicate effectively in ENGLISH and SPANISH in person, over the phone, in writing, and when assisting customers online.

As a member of the Virtual Services Team, they bring strong customer service experience, solid technical proficiency, and the ability to remain positive and adaptable in fast-paced or challenging situations.

They are prepared to support all WorkSource services, assist both job seekers and employers, and represent the agency with professionalism while helping connect individuals to meaningful employment opportunities.

Requirements

This Virtual WorkSource Specialist 4 position contributes to the achievement of the agencies' goals and direction by: supporting all WorkSource lines of business and is capable and ready to serve Virtual WorkSource customers.

This position will provide an array of virtual services to job seekers and employers that includes RESEA, Live Chat, WorkFirst, and Workshops.

It will represent the agency in providing integrated service delivery to all customers. This position directly supports the mission of ESD by partnering to connect employers and jobseekers.

Here’s what you can look forward to doing, including but not limited to the following:

Develop and/or provide comprehensive, customer-centered employment and training services.

  • Conduct individual interviews and group orientations to articulate program services and activities, identify components applicable to customer need, and develop recommendations for continuous engagement.

  • Determine eligibility and/or appropriateness for program; enroll and explain program participation requirements; develop employment and training contracts and agreements based on applicable regulations, customer eligibility and assessment.

  • Develop individual employment service plans; guide customers to effectively use in employment and training programs and services.

  • Conduct staff assisted job development, job matches and job follow-up; make job referrals; verify customer job search.

  • Must be able to communicate effectively in person, via telephone and in writing in English and Spanish.

Perform records management functions in accordance with agency and program procedures.

  • Administer a variety of assessments and informal and formal career tools; review and explain results; incorporate assessment results into employment plans in conjunction with relevant labor market information; prepare and present information to customer.

Provide Statewide Live Chat Services, Facilitate orientations and workshops.

  • Provide state-wide operation of Live Chat with connections and referrals that cover multiple programs, impacting customers statewide with services and technology.

  • Run reports and manage the needed improvements to the program.

  • Market the program by connecting with different options available.

  • Coordinate and be familiar with a wide array of statewide programs, making referrals to all programs.

  • Conduct group and individual orientations and workshops via WebEx or Zoom, and supply program specific information about services, benefits, and eligibility.

  • Facilitate job preparation; provide labor market information.

Develop and maintain relationships with businesses, partners, and other services providers.

  • Collaborate with WorkSource and community partners regarding enrollments, program guidelines, and training recommendations; negotiate and confirm customer eligibility.

  • Attend community meetings and events; represent the workforce partnership process; communicate and work closely with internal and external partners; be responsive to requests.

  • Coordinate resources with partners; communicate and promote agency and partner programs and services to encourage maximum utilization of available incentives.

Qualifications

Required Qualifications :

Option 1:

One year (1) as a WorkSource Specialist 3 or equivalent class within the Employment Security Department, or another state agency.

Option 2:

A bachelor’s degree and three years (3) of relevant experience in workforce development, social or human resource services, public relations, or public contact work, such as: education, social services, public relations, human resource services, unemployment insurance, benefits programs, insurance claims, law enforcement and banking OR a combination of education and/or relevant experience.

Option 3:

A combination of education and/or relevant experience that totals at least seven (7) or more years.

AND

Must be able to communicate effectively in virtually, person, via telephone and in writing in English and Spanish.

  • Career Coaching and Follow-Up Expertise: Ability to provide ongoing workforce guidance: Post-Employment Support Skills: Proficiency in assisting clients with workplace transitions.

  • Employability Plan Development Expertise: Ability to structure personalized career growth strategies. Collaboration Skills: Proficiency in working with service providers for coordinated support.

  • Adaptability: Ability to manage evolving workforce service responsibilities. Problem-Solving Skills: Proficiency in addressing challenges in job placement support.

  • Diversity, Equity, and Inclusion Expertise: Ability to maintain fair and accessible workforce programs. Regulatory Compliance Knowledge: Proficiency in applying nondiscrimination policies.

Additional Requirement of Employment:

Must be able to pass Unemployment Insurance (UI) & Paid Family and Medical Leave (PFML) claim and fraud check.
