Under general direction, develops job opportunities and employment resource materials and information for welfare-to-work program staff and participants; oversees and coordinates activities of groups of welfare-to-work clients assigned to a work experience component; and serves as liaison, consultant and resource for the sponsoring employment organizations.
Requirements
Knowledge of • The laws, rules, regulations, and procedures governing the operation of public social services agencies in a variety of relevant program areas.
• County, State and Federal laws governing employment, labor conditions, and public social services employment programs.
• Principles of vocational and employment training.
• Educational and experience requirements for a wide variety of jobs and employment opportunities.
• Vocational testing methods, practices and their limitations.
• Effective public relations, marketing, and public speaking methods.
• Socio-economic conditions and trends affecting employability.
• Basic principles of individual and group behavior.
• Socio-economic, environmental, and cultural factors affecting the behavior of disadvantaged persons.
• Job training program benefits and requirements.
• Vocational and remedial education and training resources available in the community.
• Characteristics of the local labor market.
• Services and resources provided through other governmental agencies and community-based organizations.
Ability to• Communicate effectively with persons from a variety of social, cultural, and economic backgrounds.
• Establish and maintain effective work relationships with employers.
• Prepare and deliver effective presentations to employers, program participants, and other staff.
• Develop rapport and maintain cooperative relationships with clients and service providers.
• Read, understand, apply and explain regulations and procedures governing job training programs.
• Analyze situation accurately and adopt an effective course of action.
• Obtain, interpret, organize and analyze economic and labor market data.
• Work effectively as part of a multi-disciplinary team.
• Use computers and related equipment as necessary for job assignments.
• Network and market the department's job programs to employers and clients in the community.
Qualifications
Minimum QualificationsEither: A bachelor's degree in vocational counseling, social work, sociology, psychology, business administration, marketing, public relations or a closely related fieldAND
Two years of vocational counseling, or career counseling, or job coaching and rehabilitation job solicitation which must include placement experience interviewing for employment of a broad range of occupations.
Or: Completion of 12 units of upper division course work leading to a major in vocational counseling, social work, sociology, psychology, business administration, marketing, public relations or a closely related field.AND
Three years of experience in the Sacramento County class of Human Services Specialist (Level II) with one year experience directly providing job search assistance, job coaching, or placement assistance or one year of experience in the Sacramento County class of Human Services Social Worker directly providing job search assistance, job coaching, or placement assistance.
Note: If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

License Certificate Registration Requirement: A valid California Class C Driver's License may be required at the time of appointment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action in accordance with Civil Service Rule 11.4. Working Conditions: Duties may require exposure to hostile, emotionally disturbed or mentally ill persons and/or confrontational interpersonal situations; may work in dangerous, high crime areas of the community; and/or standby, callback and work during non-routine hours.Special Skills Language Requirement: Special skills classes require sufficient knowledge to speak, read and write fluently a language other than standard English; and/or knowledge of a multi-cultural group encompassing but not limited to: family member roles and living environments; the various characteristics or problems unique to the group in employment, education, health, economics and social customs; and current social movements involving the group. Incumbents use the specific language and multi-cultural knowledge in the performance of typical duties. FORMULA RATE EXAMINATION (Weighted 100%)
All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.
This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience.
The candidate's application or other materials will not be included in this examination.
Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete.
The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.
All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox.
Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
