As an Workflow Developer, you will perform development to build, automate, and provide operational support for Human Capital business process within USCIS.

The developer will also works directly with the HRIT Architect, Business Stakeholders and end users to understand requirements and issues.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/20/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

You must have experience performing the following duties: Participating on development teams as a senior level resource using Agile methodology to perform full life cycle process re-engineering, problem solving, stakeholder consultation, communication, and negotiation.

Performs at a senior level doing coding and workflow development based on system specifications/requirements.

Performing analyses of processes, operating procedures and systems to recommend more efficient technical solutions.

Troubleshooting and diagnosing system and data related issues and identifying/implementing required solutions.

Communicating technical concerns and implications with business stakeholders and team members and ensuring effective collaboration and dissemination of information.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Human Resources Information Technology (HRIT), and are assigned based on the need of the agency.
  • Participates as a Senior ServiceNow Developer in the full life cycle of process re-engineering, problem solving, including stakeholder consultation, communication and negotiation.
  • Based on system specifications/requirements, proposes architectural solutions using the ServiceNow platform and participates in hands-on coding and workflow development for multiple HRIT related projects through completion.
  • Assists junior and mid-level developers with application design and performs code reviews to catch potential issues and ensure application quality and use of best practices.
  • Performs analyses of the Human Capital processes, operating procedures, and systems to recommend more efficient technical solutions.
  • Analyzes and designs through the System Development Lifecycle and Agile Methodology to propose technical solutions to complex business problems and partners with subject matter experts to ensure alignment with business process and requirements.
  • Configures and deploys new systems and changes to existing systems, monitors and manages system performance, supports continuity of operations and periodically reviews whether systems continue to meet business, security and accreditation needs.
