Division Description

The Information Technology Services (ITS) Division provides information systems and computer support for employees, customers of the Department of State, and therefore the people of Colorado. Much of the work completed by the division can be done remotely, contributing to the positive work-life balance of its employees. The Colorado Department of State is unique from many state agencies in that we are a smaller agency with an in-house ITS division, as a result our employees maintain greater collective impact over the work product of the Department.

As one of the few state agencies with a fully in-house ITS Division, the Colorado Department of State provides a unique environment where technology leadership directly influences statewide services and supports multiple critical systems for the State of Colorado.

Unit Description

This specific work unit (Web Team) in the ITS Division is responsible for:

  • Reviewing and publishing website content.
  • Website design and management.
  • Overseeing accessibility for ITS systems including internal and externally accessible systems managed by ITS for the Department.
  • Providing updated information on accessibility standards and guidelines (e.g., WCAG 2.1 Levels A & AA, ADA) to assist all divisions with meeting accessibility standards.
  • Providing guidance for other divisions and staff members on how they can meet accessibility standards when drafting or providing content for external and internal use.
  • Supporting DevOps and coordination across teams including development, infrastructure, quality assurance, database, web, and cybersecurity.

As the Web and Accessibility Manager, you will be the valued leader of the Web Team, responsible in ensuring the Department's compliance with accessibility standards. You will be part of a department that continues to be recognized as a leader, both in Colorado and nationally, in multiple areas.


In this role you will:

  • Supervise the Web Team.
  • Ensure the Department’s websites, applications, and other externally and internally facing content releases meet current web standards and are designed to provide the best user experience.
  • Ensure that the Department website complies with standards and guidelines such as WCAG 2.1 Levels A & AA.
  • Conduct comprehensive accessibility audits of websites, web applications, intranets, documents, and other digital properties and remediate issues.
  • Develop and oversee the implementation of remediation plans to address identified accessibility issues, ensuring timely and effective resolution.
  • Provide website development and maintenance of static pages.
  • Perform dynamic web work.
  • Create and enforce web standards.
  • Provide guidance for other divisions and staff members on how they can meet accessibility standards when drafting or providing content for external and internal use.

MINIMUM QUALIFICATIONS:

To be considered for this position, your application must clearly demonstrate that you meet one of the following options outlined below:


OPTION 1 – Experience

Six (6) years of professional experience in a combination of:

  1. web design, development and maintenance of web content using technologies such as HTML and JavaScript, and
  2. conducting accessibility audits, developing remediation plans, and implementing solutions across websites, and
  3. one (1) year of which must have been at the level of a work leader, staff authority, or unit supervisor in work related to the position.

OR


OPTION 2 –Experience and/or Education – Be sure you’ve attached a copy of your unofficial transcript to qualify for this option. (You may redact information that identifies age, date of birth, or dates of attendance at or graduation from an educational institution.)


A combination of related education, formalized apprenticeship program, certification, and/or relevant experience as defined in Option 1 to equal six (6) years.

Related education includes accredited course work in Computer Science, Information Technology, Web Development, Web Design, Engineering, Mathematics, or closely related field.

Please note that education will not substitute for the required one (1) year of professional experience at the level of a work leader, staff authority, or unit supervisor in work related to the position.


Transcripts from colleges or universities outside the United States must be assessed for U.S. equivalency by a NACES educational credential evaluation service.

PREFERRED QUALIFICATIONS:

The exceptional candidate will possess these identified knowledge, skills, abilities, and competencies:


  • Preference will be given to candidates with previous State Service related to the work assigned to the position.
  • Demonstrate ability to evaluate web design following web and accessibility standards.
  • Current accessibility certification specific to web design and development (e.g. International Association of Accessibility Professionals (IAAP), Office of Accessible Systems & Technology (OAST), edX).
  • Professional experience with website compliance including HB21-110 and standards and guidelines such as WCAG 2.1 Levels A & AA.
  • Professional experience with developing and implementing accessibility policies and procedures.
  • Familiarity with specialized testing tools like screen readers, color contrast analyzers, and accessibility auditing software.
  • Familiarity with government, public sector, or regulated environments, including compliance and audit requirements.
  • Demonstrated experience leading and supervising staff to include monitoring workflow, leading hiring processes, and recommending personnel actions.
  • Experience identifying training and development needs, providing coaching and feedback, and completing performance management activities.
  • Demonstrates ability to collaborate, communicate, problem-solve and advocate with a diverse group of stakeholders to help implement inclusive solutions.
