Veteran Benefit Enhancement Program Coordinator

We are excited to announce we are now accepting applications for our Veteran Benefit Enhancement Program Coordinator (VBS2), Full-Time, Permanent position, here at our headquarters located in historic Olympia, Washington.


This position contributes to the organization’s mission by supporting success of the HCA/DSHS/ALTSA referral process
and the Veterans Benefit Enhancement Program (VBEP). It provides assistance to clients across three VBEP service
areas by coordinating veterans’ Medicaid referrals, Community Support Office (CSO) referrals, and the Gold Star
License Plate certification process.

Please Note:
Work hours are typically Monday through Friday, 8:00 - 5:00 pm. This position is 100% an in office position. Time may be spent in other remote office locations, at military installations, government agencies, or other private partners. and is not telework eligible.

*This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules.

In addition, we provide critical community services through a variety of programs, and at our four State Veterans Homes located in Orting, Port Orchard, Spokane, and Walla Walla.

These locations provide Medicare and Medicaid nursing home care to Veterans, including, in some instances, their spouses, widows, or Gold Star Families.


This position also provides veterans and their families the direct information and assistance regarding veterans’ benefits and entitlements, helping ensure individuals are connected to the resources and services available to them.

Through these efforts and its involvement in multiple business processes serving veterans and their families, the positions contributes to the agency’s commitment to “Save and Transform Lives” while supporting continuous improvement and exceptional customer service.

Requirements

Some of what you'll do:
  • Process veteran Medicaid referrals from HCA and import into the WDVA database.
  • Utilize digital systems to generate, complete, and submit Federal VA claims.
  • Send assessments to referred clients for all referrals from HCA.
  • Screen completed and returned assessments for eligibility for all potential Federal VA benefits.
  • Mail out all needed or potentially needed Federal VA forms for applications to all potentially eligible client referrals.
  • Utilize digital systems to track and report claim data and information regarding referrals and applications.
  • Perform verification of VA Health Care Enrollment with VA Regional Medical Facilities.
  • Utilize ACES, VA SHARE, and VBMS for eligibility verification.
  • Communicate with the client utilizing in-person, phone, email, fax, or other means necessary.
  • Utilize and maintain spreadsheets and databases to include but not limited to, HCA database and Tyler Veteran Benefits (TVB).
  • Coordinate with WDVA programs and outside resources to provide information on potential eligibility for other programs or benefits.
  • Process Gold Star License Plate applications from the DVA License Plate email inbox, mail in applications, Gold Star Coordinator referrals, and DOL referrals.
  • Provide the Gold Star verification letters to clients.
  • Assist clients with incomplete applications.

Qualifications

Required:
  • Two years of experience as a Veterans Benefit Specialist 1 in state service. OR
  • A Bachelor's degree in business administration, public administration, counseling, social science or closely allied field, and one year of experience providing benefits information, claims or employment assistance to veterans and their family members.
  • Must be proficient in the English language.
  • Ability to communicate effectively with stakeholders, community members, partner organizations and customer groups.
A combination of education and experience may be considered on a year-for-year basis. Experience must be relevant to the position.

Preferred/Desired:

  • Accredited Veteran Service Organization Representative.

Special Requirements:

Must be able to pass a DSHS BCCU Background Check every two (2) years in accordance with WDVA Policy 615.000 Background Checks.

Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.

  • Must be able to pass criminal background check performance by the U.S. Department of Veterans Affairs (VA) and in order to become an Accredited Veteran Service Organization Representative and obtain access to VA and DOD data systems.
  • Must maintain regular and reliable attendance and be willing to work as needed.
  • Must successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in-service, and other required training.
  • Must become familiar and comply with all DVA policies and procedures and Collective Bargaining Agreements as applicable.
  • Must sign the confidentiality statement for all employees.
  • Positions requiring travel must have a valid unrestricted driver's license and must be insured if driving a privately owned vehicle on state business.
  • Must be proficient in the English language and be able to read, write, speak, and understand the English language.
  • Must have a valid driver's license.
