Job Description

Summary

This job is for a recruiter at the Washington State Department of Veterans Affairs, where you'll help hire new staff by guiding managers through the process, attending job fairs, and managing applications from start to finish.

It's a full-time office role in Olympia with some flexibility for remote work, focused on supporting veterans through the agency's mission.

We are excited to announce that we are now accepting applications for the position of Recruiter, Human Resource Consultant 4 (HRC4)! In this role you would contribute to our mission by providing consultation and guidance regarding recruitment, outreach, candidate development and selection of candidates.

Please note: Anticipated work schedule is 7:30 am to 4:00 pm, Monday through Friday, at the primary location of our Central Office in Olympia. This position may be eligible for compressed workweek, based on operational needs. This position may also be eligible for hybrid telework based on business needs, as approved by the appointing authority. The position will still require in-person presence.

*This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules.

Requirements

Some of what you'll be doing:

  • Receive and process Recruitment Requests from Hiring Managers.
  • Provide Hiring Manager Recruitment Consultation for Recruitment Requests. Recommends solutions to supervisors, managers, and hiring teams that are both technically and practically viable.
  • Apply and follow best practices with OFM/GOV DEI initiatives.
  • Provide consultation on interview panel and question development.
  • Consult with hiring supervisors regarding assessment development and administration.
  • Process requests for external paid job boards from Hiring Managers.
  • Perform full-cycle application management.
  • Ensure timely closeout of all completed requisition.
  • Ensure there is documentation of all phases of sourcing and project-related activities.
  • Conduct background checks on candidates who have accepted conditional offers of employment.
  • Attend job fairs and employment events, virtual and in person, throughout the state.
  • Accurately communicate available WDVA jobs, special employment programs and the state’s benefit package to interested candidates.
  • Coordinates with State agencies, colleges and professional staffing agencies to advertise current and future vacancies for WDVA.
  • Create, process and complete any purchase requests for events to include completion and approval processes for A19s.
  • Maintain recruitment files in accordance with State Government General Records Retention Schedule.

Qualifications



Required Qualifications:
  • At least three years of broad-based professional human resource experience, which includes full-cycle recruitment functions. A combination of education and experience may be considered on a year-for-year basis. Experience must be relevant to the position.
  • Must be proficient in MS Office programs.
  • Must be proficient in the English language.
  • Competency Qualifications:
    • Demonstrated ability to independently manage full-cycle recruitment processes to include job analysis, candidate screening, interviewing, and selection.
    • Ability to partner with hiring managers to define job requirements, develop inclusive recruitment strategies, evaluate candidate qualifications using structured assessment methods, and ensure compliance with employment laws and organizational policies.
    • Must be able to manage multiple recruitments simultaneously while maintaining strong communication with applicants and stakeholders.
    • These capabilities may be developed through corporate, public sector, nonprofit, military or public service, staffing agency work, apprenticeship or workforce programs, freelance recruiting, or other talent acquisition environments.

Preferred/Desired Qualifications:
  • Five years of professional experience in Recruitment or Workforce Development.
  • Professional experience supporting recruitment activities for healthcare or service organizations.
Special Requirements:

Must be able to pass a DSHS BCCU Background Check prior to beginning services and every two (2) years in accordance with WDVA Policy 615.000 Background Checks.

Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.

  • Must have a valid drivers license.
  • Must maintain regular and reliable attendance and follow proper call-in procedures.
  • Must successfully complete, within mandated timeframes, employee orientation and all other mandatory, annual, in-service, and other required training.
  • Must become familiar and comply with all DVA policies and procedures and Collective Bargaining Agreements as applicable.
  • Must sign the confidentiality statement for all employees.
  • Positions requiring travel must have a valid unrestricted driver's license and must be insured if driving a privately owned vehicle on state business.
  • Candidates who are offered a job with WDVA must possess work authorization which does not require sponsorship by the employer for a visa now or in the future.
