The Wastewater Regulatory Services supervisor supervises, directs, and controls the functional activities of the regional industrial pretreatment, Fats, Oils, & Grease, and Mobile Waste Hauling programs, and the City of Eugene’s Industrial and Commercial Stormwater programs.

Primary program activities focus on compliance with applicable Federal, State, and local environmental regulations including permitting, monitoring, and enforcement in satisfying the conditions of the NPDES wastewater and stormwater permits and their related regulatory requirements.

Requirements

Oversees the enforcement of the Industrial Pretreatment Program regulations and requirements including development of enforcement plans, review of industrial compliance status, issuance of enforcement orders; and recommends appropriate enforcement actions, compliance schedules, and penalties.

Oversees the administration of Industrial Wastewater Discharge Permits issued to significant Eugene industries discharging wastewater to the local sanitary sewer system.

Ensures adequate and frequent inspections and sampling to monitor compliance and meet program requirements outlined by 40 CFR 403.

Oversees Sector Control Program’s that may require Wastewater Discharge Authorization to meet Best Management Practices; such as the Fat’s, Oils & Grease (FOG) Program, cannabis sector, fermentation sector, automotive sector, laboratory sector, care facility sector, etc.

In coordination with DEQ, ensures compliance and enforcement within the City’s industrial stormwater monitoring program for those industries required to hold NPDES general discharge permits, and oversees the implementation of the City’s commercial stormwater program.

Oversees administration of the mobile waste hauler program including review and evaluation of applications for acceptance of mobile waste loads at the regional wastewater treatment plant.

Plans, prioritizes, assigns, and reviews industrial pretreatment and industrial and commercial stormwater operations supervising complex analysis of wastewater, stormwater, and industrial waste.

Coordinates regional laboratory and Eugene pretreatment activities with the City of Springfield pretreatment program.

Provides technical assistance in response to spills, identification of sources, and handling of hazardous materials spills, improper disposal, and other activities that may adversely impact the sanitary or stormwater systems and local waterways.

Represents the Division’s interest in meetings, hearings, and water quality enforcement-related litigation. May be called upon to serve as an expert witness in a court of law. Presents information to governing bodies as needed.

Responsible for the selection, supervision, and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.

Prepares and administers section budget including the development of specifications and requisitions for purchase, maintenance, and replacement of equipment or software and the procurement of professional services.

Ensures departmental implementation of and adherence to the City’s Affirmative Action and Diversity Work Plans.

Coordinates the implementation of effective processes and models to produce division-wide diversity initiatives.

Facilitates staff development on such issues as diversity and creating a respectful working environment.

Performs other related duties as assigned.

A typical way to obtain the knowledge and abilities would be:
Experience:
Five years of responsible experience with an industrial pretreatment program stormwater program.

Training:
Equivalent to a Bachelor’s degree in engineering, environmental sciences, microbiology, chemistry, or related field.

License or Certificate:
Possession of, or ability to obtain, and maintain an appropriate, valid Oregon driver’s license; a commercial driver’s license with appropriate endorsements may be required for some positions.

The Ideal Candidate will have the following knowledge, skill and abilities:

Knowledge of:

Supervision, training, and performance evaluation.

Principles of water and environmental chemistry.

Local, State, and Federal water quality criteria and water pollution control regulations as they apply to wastewater, industrial pretreatment programs and stormwater pollution control.

Current technology and common treatment processes utilized by various industry types for pretreatment of industrial wastewater, including pollution prevention and waste minimization practices.

Principles and practices of an activated sludge wastewater treatment plant.

Hazardous materials and hazardous waste storage and disposal requirements.

Budget preparation and administration.

Safety practices for applicable laboratory and field work conducted by technical staff, including but not limited to hazardous materials safety, bloodborne pathogens, confined space entry, traffic control, and proper selection and use of personal protective equipment.

Methods and techniques of physical, chemical, and bacteriological environmental analysis, including EPA approved methods, Standard Methods, and other approved sources.

Principles of sample collection and preservation, including industrial waste, groundwater, and soils.

Ability to:

Apply local, State, and Federal regulations to the permitting, monitoring, and enforcement functions in carrying out the duties of program responsibilities.

Use of computers to operate Laboratory Information Management, database, word processing, and spreadsheet software.

Comprehend technical literature such as environmental chemistry and water pollution research and technical papers, and wastewater treatment papers and apply knowledge gained to assigned work.

Prepare and manage section budget.

Interpret laboratory analysis results and other complex scientific reports and data.

Calculate and determine local and industrial discharge limits.

Communicate effectively in writing and prepare technical reports, memorandums, and support documents.

Communicate well verbally and utilize effective presentation skills in addressing governing bodies, regulatory agencies, business representatives, and peers.

Prepare and issue Industrial Waste Discharge Permits.

Evaluate industrial construction plans and recommend and/or approve pretreatment plans.

Effectively train technical staff.

Work effectively with city staff, external agencies, and the public.

Manage employee productivity, resolve employee issues proactively.

Additional Information

Working Conditions: Regular focus on a computer screen and daily precise use of finger and hand movement.

Sufficient personal mobility and physical reflexes which enables the employee to function within a general office environment.

Some duties may involve exposure to noise, bacteria, viruses, toxins, dust and hazardous chemicals and locations. Occasional work outside of normal working hours.

Occasional operation of a motor vehicle on public roads.
