This job involves organizing and running volunteer and youth programs at Harpers Ferry National Historical Park, including planning activities, working with park staff and partners, and tracking progress to ensure everything meets national standards.

This position is located at the Harpers Ferry National Historic Park in Harpers Ferry, WV. This position reports to the park Superintendent.
The purpose of the position is to plan, direct, coordinate, and implement the Volunteers-In-Parks (VIP) and Youth Programs for the park consistent with National Park Service (NPS) standards.

You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home up to 1 nights per month.
You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
All qualifications must be met by the closing date of this announcement-03/20/2026-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience.
To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time).
If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-07 grade level, you must possess all of the following minimum qualifications by close of the announcement: GS-07 EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors).
This experience must include all of the following activities: Tracking program activities in order to report out to management Collaborating with others to plan volunteer or youth programming Program management and budgeting regarding volunteer management Gathering data to evaluate program activities for effectiveness, compliance with policies, or potential improvements.
EDUCATION: Successful completion of at least one full year of graduate level education or superior academic achievement. You must include transcripts.
-OR- COMBINATION: Successful completion of education and experience as described above.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week.
Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
The major duties of the position Volunteer in Parks Coordinator include, but are not limited to, the following: Meets and collaborates with park staff and partners to identify needed skills as well as projects, programs, and tasks to be accomplished by volunteers or youth groups.
Communicates a concise vision for the VIP and youth programs, both internally, and externally, verbally and in writing.
Provides guidance and assistance to park supervisors with the supervision of volunteers.
Initiates and maintains contact with Federal, state, and local agencies, non-profit groups, business communities, partner organizations, and civic groups in order to increase the effectiveness of the parks VIP and youth programs.
Supports interpretive operations and coordinates special events and outreach activities for the park. Duties will be developmental in nature when filled below the full performance level.
