This Voluntary Support Specialist position supports the Center for Development and Civic Engagement by coordinating volunteer programs, philanthropic activities, and community partnerships that advance VA's mission.
The role helps strengthen services for Veterans by engaging community resources and supporting key initiatives across the Hudson Valley VA Health Care System.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/21/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: GS-07 Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: providing support for volunteer and donor activities for customers served; assisting with planning of volunteer recognition activities; and assisting in the or operation of a community based volunteer program.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education or other degree with superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position (Transcript Required).
OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond 4-year course of study leading to a bachelor's degree (Transcript Required).
GS-09 Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: assisting in the establishment and/or operation of a community based volunteer program; assisting with programs associated with volunteers to include, recruiting, interviewing, and evaluating prospective volunteers; assisting in the development, coordination, and management of an organization's voluntary services program; and providing support for community outreach efforts by providing volunteers and community involvement.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have successfully completed master's or equivalent graduate degree or, 2 (two) full years of progressively higher level graduate education leading to such a degree or LL.B.
or J.D., if related (Transcript Required). OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have successfully completed a combination of specialized experience and education (Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR a LL.B or J.D., if related) directly related to the work of the position as outlined above that meets the requirements of the position.

Major Duties:
Major duties include but is not limited to: Supports coordination and implementation of CDCE programs, including planning, policy execution, volunteer schedules, event scheduling, and maintaining inventories for CDCE-managed areas.
Contributes to reviewing volunteer assignments and coordinating donations, events, sponsorships, activities, and supplies.
Helps implement program changes, develop outreach initiatives, and build networks with internal and external stakeholders.
Promotes effective working relationships and motivates diverse groups across the facility and community.
Participates in presentations, volunteer interviews, scheduling, placement, evaluation, onboarding, documentation, training, orientation, and assignment instruction.
Addresses volunteer scheduling or attendance issues, identifies areas for policy revision, and supports recognition programs.
Prepares and maintains volunteer personnel files, conducts internal quality reviews, and ensures compliance with accrediting and regulatory standards.
Collects and analyzes data, prepares reports, and recommends program improvements. Coordinates VAVS Committee meetings, including invitations, minutes, attendance, and distribution of documentation.
Participates in planning and executing internal and external events, maintaining records, and supporting after-action reporting.
Works with internal services to manage logistics, engagement, public relations, and partnership development for events.
Helps carry out strategic and operational plans and maintains relationships with VSOs, advisory committees, community groups, nonprofits, and businesses.
Represents CDCE at meetings and events and contributes to community relations and volunteer/partner recruitment efforts.
Oversees sharing agreements, analyzes partner impact data, and recommends agreement updates.
Supports Continuity of Operations and Emergency Management functions related to volunteers, communication, and resource deployment.
Ensures accurate documentation of monetary and in-kind donations, monitors donated funds, and helps develop GPF-related policies and guidance.
Processes donations, provides tax documentation, maintains volunteer and donor records, and manages CDCE Hub data.
Serves as control point clerk, processing invoices, purchases, and financial records, ensuring audit compliance and adherence to fiscal and procurement regulations.
Contributes to financial execution of CDCE strategic plans, resource analysis, procurement, and staff training on donation and procurement rules. Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
