About the position: This position is Non-appropriated Fund (NAF) and is located at the Ramstein VAT & UTAP Office. This position may offer logistical support.

Supervises, manages, and directs the largest Value Added Tax (VAT) Office in Europe including the VAT and Utility Tax Avoidance Program (UTAP), servicing the entire Kaiserslautern Military Community and outlying areas.

Citizens and legal U.S. residents in Germany. In accordance with the Status of Forces Agreement between Germany and the U.S., you must be a U.S. citizen or citizen of a NATO country with a U.S.

permanent resident card in order to be eligible for NAF employment.

Citizens of Germany (including dual citizenship if Germany is one of the countries) as well as "ordinarily resident" US citizens are not eligible for NAF employment per SOFA agreement.

If not already in the commuting area, must be able to verify the ability to arrive before a firm job offer can be sent.

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Qualifying Experience: Knowledge of principles and techniques pertaining to the management of a Value Added Tax (VAT) and Utility Tax Avoidance Program (UTAP), including joint USAREUR/USAFE regulation 176-1 governing German Value Added Tax (VAT) Relief.

Working knowledge of manager level accounting, budgeting, timekeeping and operation of a non-appropriated fund operations. Ability to communicate clearly and effectively both orally and in writing.

Knowledge of Microsoft office programs and databases. Cashier and customer service experience to include external and internal customers. Demonstrated arithmetic aptitude and ability.

Recommended basic understanding of German language. Major Duties:

Supervises, manages, and directs the largest Value Added Tax (VAT) Office in Europe including the VAT and Utility Tax Avoidance Program (UTAP), servicing the entire Kaiserslautern Military Community and outlying areas.

Ensures legal and regulatory requirements are compliant with Status of Forces Agreement (SOFA).

Makes determination on customer eligibility, purchase and registration issues associated with VAT and UTAP program, and interfaces frequently with the Army, the executive agent of the program, to ensure compliance.

Tracks delinquencies and liaisons with accounts receivable for collections and resolution of utility customer issues.

Determines and executes, educational outreach strategy including use of public affairs, marketing, base intro and exit briefings and meetings to discuss VAT and UTAP processes with host nation vendors.

Educates the public on procedure, policy, functions, advantages, and office operations.

Oversees the opening and closing of the facility daily, accounting for all funds, preparing daily paperwork and ensuring internal controls are compliant with AF directives.

Accurately balances several subsidiary accounts monthly. Completes annual Internal Controls checklist. Analyzes and corrects variances by end-of-month deadline.

Performs quarterly surprise cash counts, property inventories and other required reviews.

Ensures all financial documents are current and in accordance with the Air Force Instruction (AFI) Reviews monthly operating statements to include payroll, leave, supplies, and expenses.

Facilitates meetings with various utility companies to establish and review contracts and encourage favorable relations.

Responsible for supervisory personnel management to include customer service and process training, payroll, grievances, annual reviews, leave requests, appraisals, promotions, annual awards, employee selection and termination, counseling, and disciplinary actions.

Budgets and plans for capital requirements, operating budgets and supply requisition to ensure uninterrupted service.
