You will serve as the Utilities Director in the Public Works Department of NAVAL FACILITIES ENG COMMAND HAWAII. A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Developing or executing budgets to ensure compliance with applicable objectives, standards, and requirements; 2) Having comprehensive knowledge of utility operations, maintenance, repair and modifications, rate structures, capital investments related to utility systems and energy management; and 3) Working knowledge of acquisition strategies and the contracting, environmental and statutory requirements, limitations and regulations that impact design and construction.
