Recruitment Number 25-0422 - This vacancy is with the Department of Commerce & Consumer Affairs.

Salary: $7,351 to $8,945 per month (SR-28, Step D to I)

Requirements

Provide support services in the investigation, analysis and evaluation either of public utilities or of public transportation enterprises throughout the State to the Public Utilities Commission through the Administrative Director, while concurrently participating in the development or revision of regulations, standards or policies governing enterprises in the assigned area; and perform other related duties as assigned.

This position is located in the Department of Commerce and Consumer Affairs, Division of Consumer Advocacy. The position significantly participates in the planning, direction and coordination of assignments made to the functional Specialists in the Engineering, Rate Analysis, Research and Legal Branches of the division. The position is primarily expected to provide professional staff services that involve examining and recommending action on matters pertaining to, but not limited to, the following utilities and transportation matters; service, certification, operation, earnings, property valuation, rates of return, operating ratio, State and Federal laws, County ordinances, Public Utilities Commission rules, and Decisions and Orders. Technical advice and expert testimony are required and a position in this class must plan, direct, coordinate and organize presentation to be made before State and Federal agencies and legislative bodies concerning public utilities and transportation services and facilities.

Qualifications

Legal Authorization to Work Requirement:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


To qualify, you must meet all of the following requirements:

Education: A bachelor's degree from a regionally accredited four-year college or university.

Specialized Experience: Five and one-half (5 1/2) years of progressively responsible experience in the area of public utilities or public transportation. Such experience MUST have involved knowledge of the practices and procedures pertaining to the administration and operations of the regulated industry as well as the laws, rules and regulations governing its operation. This requisite experience may have been gained from either governmental or private industry experience in such capacities as a utilities or transportation: engineer, financial analyst, accountant, rate analyst, staff specialist or analyst or other administrative position involved in the operations or regulation of the industry.

Three (3) of the five and one-half (5 1/2) years of Specialized Experience must have provided responsible experience of the kind described above which was concerned with one or more regulated utility, (e.g., electric, telephone, gas or water) or regulated public transportation carrier (e.g., air, land, or water).

Administrative Experience: Administrative aptitude rather than administrative experience is required. Administrative aptitude is the demonstration of aptitude or potential for the performance of administrative duties through successful completion of regular or special assignments which involved administrative programs (e.g., in planning, organizing, promoting and directing a program providing staff advice and assistance); interest in management demonstrated by the performance of work assignments in a manner which clearly indicates an awareness of managerial problems and the ability to solve them; completion of educational or training courses in the areas of management accompanied by the application of principles which were learned to work assignments; management's observation and evaluation of the applicant's leadership and managerial capabilities; or success in trial assignments to managerial and/or administrative tasks.

Substitution Allowed: A master's degree or successful completion of thirty graduate semester credit hours from an accredited university or college with specialization in economics, accounting, finance or other closely related field may be substituted for one (1) year of Specialized Experience.
