The Iowa Department of Education seeks a dedicated data manager responsible for monitoring data base operations for functionality, accuracy, efficiency and security. This position will be an integral member of the Bureau of Nutrition and Health Services Data, Reporting and Program Support Team.


Your Responsibilities:

  • Gather data for bureau operations, reporting and information requests from data system, spreadsheets, surveys and other data sources. Develop narrative and graphics for written reports
  • Serve as the liaison with data system contractor(s) to translate business requirements into accurate and functional database
  • Manage service requests and access requests received from end users (i.e., school food authorities, child care centers, etc.)
  • Resolve issues through data improvement or configuration changes or recommend improvement or fixes to established data system(s)
  • Develop proposals and data flows and share recommendations for efficient process implementation with project teams
  • Ensure and maintain data security, privacy and maintenance configuration settings for bureau data system for data integrity
  • Direct the implementation of multiple, concurrent system enhancements in collaboration with bureau management analyst 3. Plan and conduct system testing and coordinate with bureau end users.

    Document testing outcomes. Ensure system enhancements are effectively and efficiently moved to production environment.

  • Make technical recommendations on efficient process implementation including new system development
  • Identify, track and monitor bureau performance indicators aligning with Division and Department indicators
  • Coordinate secure data storage, retention and disposal for the bureau

Hours: 8:00 a.m. – 4:30 p.m., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel

DESIRABLE QUALIFICATIONS:

  • Minimum of 6 months’ experience, 12 semester hours, or a combination of both using Microsoft SQL toolset within no more than 2 major versions of the current release. Or, 6 months’ experience writing complex T-SQL queries against SQL Server database preferred.
  • Ability to keep multiple projects moving forward at the same time and meeting deadlines;
  • Ability to work in an environment where the individual may be receiving guidance and direction from multiple individuals;
  • Experience being detail-oriented with ability to apply established procedures and requirements into practice with speed and accuracy;
  • Proficiency with office software applications, e.g. word processing, spreadsheets, and ability to learn other custom software applications including web-based systems;
  • Experience in government regulation implementation;
  • Experience working with USDA Child Nutrition Programs preferred.

1) Six years of full-time work experience in business/data/statistical analytics, economic research, or data science.


2) Graduation from an accredited four-year college or university with a degree in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management, and experience equal to two years of full-time work (as described in number one).


3) All of the following (a and b):

a.

A total of four years of education and/or full-time experience in business/data/statistical analytics, economic research, or data science, where thirty semester hours of accredited college or university coursework in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management equals one year of full-time experience; and

b.

A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management equals one year of full-time experience.


4) All of the following (a and b):

a. A total of four years of education and/or full-time experience in business/data/statistical analytics, economic research, or data science, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

b. Graduation from an accredited college or university with a Master’s degree in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management.


5) All of the following (a, b, and c):

a. Two years of full-time work experience in business/data/statistical analytics, economic research, or data science; and

b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

c. Possession of a professional certificate in data science, business analytics, or data analytics.


6) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Data Analyst 1.
