Full Job Description

This is a 6-month, non-reimbursable detail opportunity with the Department of the Interior (DOI). This opportunity is open to current DOI employees.

If chosen, your salary will remain unchanged and will continue to be paid by your home office. Relocation expenses will not be paid.

Travel during this detail assignment is not expected; however, travel expenses will be covered for official travel during this assignment.

Minimum Qualification Requirements: Eligible candidates must currently hold the grade level advertised (GS-13, GS-14, or GS-15) by the closing date of this announcement.

In addition, candidates must have demonstrated experience in: 1. Collaborating and interacting with senior officials at Department, Bureau, or regional office levels and stakeholders outside of DOI; 2.

Collecting and analyzing data to monitor alignment of program objectives and preparing reports for senior officials; and 3.

Interpreting legislation, policies, directives, and regulations to determine impacts to a program or organization. All qualification requirements must be met by the closing date of this announcement.

Major Duties:

This position is located within the Department of the Interior (DOI), Office of the Secretary (OS), Office of the Assistant Secretary-Policy, Management & Budget (AS-PMB), Office of the Deputy Assistant Secretary-Public Safety, Resource Protection & Emergency Services (DAS-PRE), Washington, DC.

The Office of the DAS-PRE provides leadership and oversight for Interior's public safety, national security, and emergency response programs, ensuring the protection of people, resources, and critical operations across more than 500 million acres of public lands.

This is a non-reimbursable detail to unclassified duties as Senior Advisor to the DAS-PRE. The intended duration of this detail is up to 6 months.

However, this detail may be terminated at any time at management's discretion. Eligible candidates will be current DOI employees at the GS-13 through the GS-15 grade levels.

Virtual work can be accommodated. Employees with an approved Remote Work arrangement will remain Remote. Other employees will continue to report to their official duty station per DOI PB 25-01.

The major duties of this position include, but are not limited to the following: Coordination, liaison, and initial review on matters pertaining to the program areas under the purview of the DAS.

Interfacing with top departmental program and staff officials to assure that matters and projects assigned for development at subordinate levels receive the depth of review and coordination essential to meet the DAS's objectives and are ready for action or endorsement.

This is based on regular briefings and exchange of information with the DAS on matters of highest importance.

Participates in meetings called for the purpose of briefing key officials when assignments will require participation by and coordination between two or more program offices/heads.

Keeping the DAS informed of day-to-day activities which may develop into problems of a controversial nature, which are likely to necessitate the issuance of a policy directive or possibly a public statement.

Assembles and coordinates material for use at meetings and prepares reports to the DAS on subjects in which the incumbent believes the DAS should be informed, both of an inter-agency and intra-agency nature; or arranges for the preparation of such reports by others.

Responsible for a wide variety of analytical and administrative projects, related to the program administration under the auspices of the DAS, that are confidential and sensitive in support of the DAS and the programs within.

These analytical projects include program analysis functions that involve subordinate offices as well as Department wide.

Tracking, monitoring, and preparing summary reports on matters related to the management of information technology to include the following: the status of security reviews, privacy assessments, system vulnerabilities, hiring of technology personnel, audit findings, funding for technology systems, and documentation related to such systems.

Interacting directly and extensively with DAS's staff, including all the senior managers in Washington, D.C.

and the regional offices on a regular basis to fulfill assignments, which often will include working with others to complete assignments or to ensure various Divisions and regions complete projects in a timely manner.

The job will require working with other officials within DOI, as well as with officials outside DOI, including stakeholders.

Developing strategies and interventions that address specific factors that contribute to first responders' lack of trust in sharing behavioral challenges and accessing support provided through health and wellness programs.

Leveraging and informing current communications plans and partners to effectively engage and share important information with DOI first responders regarding behavioral health programs and expanded support.

The Office of the Secretary has determined that the duties of this position are suitable for situational/ad-hoc telework only.

Salary Information: $90,925 to $164,301 * *The posted salary is the GS base range at the GS-13 through the GS-15. The final salary will be based off your current duty station locality pay.

If chosen, your salary will remain unchanged and will continue to be paid by your home agency. This is NOT a temporary promotion opportunity.
