Job Description

Summary

This job involves supervising the financial and operational aspects of inmate services in a federal prison, such as managing commissary sales, laundry, warehouse inventory, and systems for inmate accounts and communications.

It requires overseeing budgets, providing guidance to staff, and ensuring smooth operations to support inmate welfare and institutional needs.

A good fit would be someone with experience in financial management and operations in a correctional or similar high-security environment, who is detail-oriented and skilled in team leadership.

Key Requirements

  • At least one year of specialized experience in financial management and trust fund operations, including budgeting, accounting, procurement, laundry, warehouse, and commissary activities
  • Familiarity with correctional systems like TRUFACS (Trust Fund Accounting and Commissary System), TRUFONE (inmate telephones), and TRULINCS (Trust Fund Limited Inmate Computer System)
  • For GS-11: Ph.D., equivalent doctoral degree, 3 years of graduate education leading to a doctorate, or LL.M. in a related field; or a combination of education and experience
  • No education substitution for GS-12; must have equivalent specialized experience at the next lower grade level
  • Experience providing administrative and managerial guidance, technical assistance, training, and resolving problems in trust fund programs
  • Skills in operational reviews, financial oversight (reporting, general ledger analysis, budget monitoring, inventory control), and developing local policies and procedures
  • Ability to oversee commissary sales, laundry/clothing operations, warehouse functions, and multiple budget appropriations

To be considered for the position, you must meet the following qualification requirements: Education: GS-11: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

GS-12: There is no substitution of education for specialized experience for this grade level.

OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.

To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are: GS-11: Experience working in areas of Financial Management and Trust Fund operations to include, budgeting, accounting, procurement, laundry, warehouse, commissary, and Trust Fund Systems.

Experience with warehousing procedures and techniques, laundry/clothing room operations, Trust Fund Accounting and Commissary System (TRUFACS), inmate telephones (TRUFONE), and Trust Fund Limited Inmate Computer System (TRULINCS).

Experience in providing guidance, technical assistance, training and resolving problems regarding Trust Fund programs.

Experience performing Operational Reviews of all disciplines concerning Trust Fund operations.

GS-12: Experience providing administrative and managerial guidance to the various aspects of the Trust Fund Department, which includes business operations, methods and procedures of Trust Fund and Warehouse, Laundry, Trust Fund Accounting and Commissary System (TRUFACS), inmate telephones (TRUFONE), Trust Fund Limited Inmate Computer System (TRULINCS), and Commissary operations.

Experience in financial oversight of obligations/disbursements as it relates to the Trust Fund (reporting, general ledger analysis, budget monitoring of operations, profit sharing funds, and inventory control).

Experience in developing, implementing, and coordinating local policies and procedures for the warehouse, laundry, commissary, TRUFACS, TRUFONE, and TRULINCS.

Experience in overseeing the laundry/clothing room operations, warehouse operations, and commissary Sales.

Experience developing, monitoring, and controlling the budget for multiple appropriations to include salaries and expenses and Trust Fund.

OR Combination of Education and Experience: GS-11: Have a combination of education and experience.

This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience.

Provides administrative and managerial guidance to the various aspects of the Trust Fund Department, which includes business operations, methods and procedures of Trust Fund and Warehouse, Laundry, Trust Fund Accounting and Commissary System (TRUFACS), inmate telephone (TRUFONE), Trust Fund Limited Inmate Computer Systems (TRULINCS), and Commissary operations of the Trust Fund Section and coordination of Trust Fund activities, finances, and supplies.

Provides technical support and guidance to subordinate staff members designated responsible for the operation of various service functions.

Responsible for overseeing all commissary sales and special purpose orders for the institution. Oversees the institution laundry and issuing of clothing and supplies required by the inmate population.

Oversees the warehouse operations which includes receipt, storage, accountability and issuance of materials, supplies and equipment for the institution.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution.

The staff correctional responsibilities precede all others required by this position and are performed on regular and recurring basis.
