The Transportation Assistant (Fleet Manager) provides vehicles and vehicle services to a variety of external agencies, customer programs and medical center services within a large geographical area that includes West Virginia, Ohio, and Kentucky.
This position is responsible for forecasting, scheduling, design, procedure development, quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the medical center's vehicle programs.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Managing and organizing transportation vehicles or managing larger processes.
Previous experience with GSA Fleet Operations or experience with other agencies that use GSA Fleet vehicles. Familiar with VHA operations and basic forms.

Major Duties:
Major duties include but may not be limited to the following: Administrative Records and Data Management Plans and coordinate transportation services and provides technical guidance and advisory services to all supervisors and leads.
Assign specific vehicle identification information and maintain vehicle assignment data; track availability, fees, fee collection, and authorized drivers.
Maintain vehicle registration, inspection, insurance, maintenance, and cleaning records and data. Verifies driver licensing, facilitates driver training.
Collect and monitor vehicle specific data and generate a variety of reports.
Review documents, automated systems, reports and/or applications for omissions and inconsistencies and ensures data is complete and accurate.
Notifies department chiefs and managers when data has not been received. Continually adjust and track data for mileage variations. Identifies and summarizes trends and anomalies.
Generates reports for the Grounds Supervisor, including service projections, progress reports, vehicle mileage and usage, and maintenance trends.
Vehicle Inventory and Issue Maintain an inventory of vehicles owned by General Service Administration (GSA) and Veterans Administration (VA).
Coordinate with Supply Chain Management staff to ensure vehicles are accounted for on the Equipment Inventory List (EIL).
Track vehicle mileage, usage, maintenance, issues, and life-cycle to plan for and coordinate vehicle acquisitions and disposals. Assign vehicles based on requests and availability of vehicles.
Track status and locations of all vehicles.
Issue vehicle keys and generates assignment documents, ensuring vehicle drivers are full licensed and qualified and sign all required documents when receiving and returning vehicles.
Manage the Global Positioning Systems (GPS) program and ensures tracking devices are installed and/or removed when necessary for government vehicles.
Vehicle Maintenance Coordinate vehicle cleaning and perform visual inspections and basic preventive maintenance such as adding fluids or air to tires.
Track and plan for vehicle maintenance actions including service required by the manufacturer, manufacturer part and vehicle recalls, and maintenance payment invoices.
Identify, project, schedule, & coordinate vehicle maintenance. Inform and advise operators and leaders of scheduled and unscheduled maintenance and procedures.
Notifies the various points of contact of required maintenance actions, and tracks and coordinates to ensure all maintenance actions are completed. Processes maintenance payment invoices.
