Full Job Description

This is a full performance level, non-supervisory position located in the VA Western Colorado Health Care System in the Engineering Service.

The primary purpose of the position is to provide support and manage the facilities fleet.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: to counsel users of fleet services, develop and maintain sound structure, improve fleet methods and procedures, and see to the effective use of vehicles, funds and materials; ability to work with personnel (in and out of service) to find solutions to fleet problems arising out of unforeseen issues which have or may have an impact on fleet services to the patient and employees of the Health Care System; e extensive understanding of the principles of fleet management, coupled with sound judgement to plan and/or adapt to the fleet program to expected/unexpected occurrence; Knowledge of meeting management to effectively conduct meetings, make presentations and speak to large groups of people comprised of employees and volunteer drivers of different backgrounds and education on driver training.

You will be rated on the following Competencies for this position: Communications Critical Thinking Interpersonal Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Most of the Incumbents duties are sedentary in nature with the occasional walking, climbing, stooping, bending and reaching as required.

Travel is required for inspection of maintenance and repair work, accident investigation, visiting customer agencies, and any additional training for Fleet Services.

Major Duties:

Duties include but are not limited to the following: Coordinate data submitted by various services within all divisions for fleet services.

Coordinate vehicle requirements, training VA employees, planning, budgeting and maintaining consistency in fleet services.

Monitors the fleet and communicates agency and local policies and priorities to all employees using vehicles and equipment within the fleet.

Analyzes all vehicle use including mileage, number of trips, days used, number of passengers and always make sure the fleet is right sized and maintained within the VA/GSA standards to optimize maximum efficiency.

Communicate and interact effectively both orally and in writing, with a wide range of individuals with varying levels of understanding.

He/she will be interacting with all personnel within the facility as well as many other government and non-government agencies, contractors, vendors, law enforcement agencies, etc.

Track all vehicle histories from the time of purchase/donation to six

years past the turn-in or salvage/auction of each vehicle or piece of equipment (per credit card regulations).

Maintain filing for all trip logs, credit card receipts, accident reports, pictures and repair slips.

Manages and operates a complex fleet of motor vehicles ranging the passenger vehicles to heavy trucks, buses, para-transit vehicles and special purpose vehicles to support all combined activities and components of Federal agencies within an assigned geographical area.

Coordinates all maintenance requirements and direct service station operations for the area.

Plans and coordinates the vehicle rotation program by reviewing utilization patterns, then scheduling and rotating vehicle usage to archive maximum efficiency and economy.

Serves as technical advisor in the modification of fleet systems and to meet the needs of the facility. Active back up for timekeeping in the event the primary timekeeper is off location.
