Full Job Description

The Primary purpose of this position is to serve as the Transportation Assistant for all Michael E. DeBakey VA Medical Center (MEDVAMC) employees. This position reports to the Chief Financial Officer.

The incumbent acts as primary contact for employee transportation needs, assisting with their transportation needs.

The incumbent provides Employee Travel support and assistance to all MEDVAMC employees, and others who may be visiting the facility on a cross-funded basis.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/30/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Administers Financial Management System (FMS) actions and requests at the transactional level.

Process travel documents in Concur Solutions (CE) or other equivalent electronic travel booking system. Authorizes issuance of government travel and US Bank cards.

Train and/or recommends guidance on questions related to travel.

Provide broad, in-depth practical knowledge of federal travel regulations, accounting, or other financial management technical methods, techniques, precedent cases, and procedures to resolve difficult or sensitive problems.

You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical) Planning and directing programs that provide support services functions Administration and Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The position is a stressful working situation that requires a professional attitude and collective reasoning.

The position is subject to a high volume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes.

Duties will be predominantly performed in the Veteran Transportation Service program office with intermittent trips to various locations throughout the Medical Center's catchment area both in and near patient care areas where there ma be risk of exposure to disease.

Major Duties:

Major duties include but are not limited to: Performs work involving consult management, appointment scheduling and admissions scheduling.

Daily responsibilities include collecting, compiling, and tracking data and statistical information in support of Veteran Transportation Service (VTS).

Performs a basic analysis of the data and generates a variety of reports. Incumbent will evaluate documents, e.g., sampling plans, permit applications and other data collection forms.

Reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate. Enters pertinent information into an automated tracking system.

Coordinates service practices that decrease waits and delays for patients in al specialty areas.

Utilizes the Veterans Health Information System & Technological Architecture (VISTA), Computerized Patient Record Systems (CPRS) or SharePoint Consult/Request Tracking System in processing internal consultations.

Plans for, organizes, administers, and directs how the work will be accomplished for the VTS program.

Planning responsibilities require consideration of support services e.g., systems management, operations, workload forecasting, review, and reporting of data/statistical results of program/project studies, vehicle maintenance and repair, etc.

Coordinates the day-to-day operation of VTS program flow, processes, and functions.

Plans and provides support services in the following types of program areas; electronic records management; driver scheduling setup & management; space utilization services.

Provides advice to operating managers and supervisors on how provided services assist in accomplishing their mission and programs. Performs other related duties as assigned.
