Assists and represents the Assistant Director of Rights of Way for Utilities and Railroads in reviewing and interpreting complex highway, railroad, and bridge construction plans to ensure compliance with SCDOT standards and federal regulations related to a wide variety of projects and issues involving utilities, with limited supervision. This includes coordinating, preparing, negotiating, reviewing, and approving relocations, agreements, reviewing invoices, recommending payment of invoices, closing agreements, monitoring projects, letting reviews, preparing reports, and assisting other units of SCDOT and utility company representatives during development and construction of highway projects.

Provides technical reviews of encroachment permit applications and recommend approval or denial, and coordinates internally and with FHWA.
Research and provides technical information to SCDOT personnel relative to utility and railroad issues.
Research, reviews, approves utility and railroad certifications, and coordinate internally and with FHWA as needed during the project development process in order to achieve project delivery.
Represents SCDOT in meetings, conferences, presentations, training, and public events with internal SCDOT personnel, other governmental entities, elected officials, utility providers, railroad companies, and the public.
Performs site visits and field investigations as necessary to facilitate resolution of utility and railroad issues. Performs other related duties as assigned. I
Requirements
