Full Job Description

Under limited supervision of District Maintenance Engineer, directs and oversees the operation of a County Maintenance unit. Duties include the supervision, planning and managing of all aspects related to the maintaining of interstate, primary and secondary road and bridge systems, repair shop activities, and management of unit employees in an effective and economical manner using sound engineering practices. Plans, coordinates and schedules activities related to all county in-house and contractual maintenance activities on interstate, primary and secondary roadways and bridges in Fairfield County. Coordinates work with other counties and outside agencies as necessary. Provides direction and oversight to employees engaged in operational work and assures that performance, quality, safety and cost effectiveness goals are achieved while adhering to all SCDOT policies, procedures, rules and regulations.

Inspects the conditions of roads, bridges, rights-of-way, maintenance equipment, buildings and grounds, and maintains each within the constraints of the budget. Keeps abreast with appropriate state and federal regulations, DOT policies and procedures, regulations and environmental issues regarding the maintenance of those items. Represents the Department as a subject matter expert and gives professional testimony as required. Receives, investigates, and analyzes and makes appropriate recommendations with regards to requests for service, complaints, and suggestions from the general public, public officials and personnel. Manages a yearly budget for both in-house maintenance activities and external contracts. Supervise the purchasing of supplies and materials for maintenance operations.

Handles personnel matters, including interviewing and decision making for hiring, promotions and reclassifications, employee training, counseling, and disciplinary actions while assuring proper SCDOT procedures and policies are followed. Maintains an open line of communications with all employees and agency management. Manages Equipment Shop operations in the repair of all equipment assigned to unit for maintenance operations. Manages yearly budget for shop operations, all related reports to equipment operations and preventive maintenance, and represents agency during shop audits. Supervises the preparation of and maintains all files, records, correspondence, requisitions and other reports related to departmental operations, environmental and safety inspections, and internal and external facilities inspections.

Manages, organizes and inspects the closing of roadways and bridges, and sets up detours and signage in accordance with SCDOT and MUTCD policies and procedures. Coordinates county operations, including mobilization and direction of employees during emergency situations, during emergency or inclement weather operations such as storms, ice and snow conditions, road and bridge failures, major traffic events, etc. Available for extended hours and extended operations. Performs other related duties as assigned.

Requirements

A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and five (5) years of engineering or construction management work experience; or an approved acceptable equivalence. A motor vehicle operator’s license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
