The Training Superintendent - Instruction leads a team that develops and conducts the training of newly hired bus operators and front-line supervisors who support bus operations.
With responsibility for curriculum development, instructional quality, and team supervision, this position is ideal for a training/education professional who brings leadership experience, a solid understanding of adult learning principles, and a commitment to developing highly capable, safety-focused employees.Work includes performing ongoing assessments of operational and mandated requirements as well as technological developments and service enhancements to ensure Bus Operations training and staff development programs provide the workforce skills necessary to meet service demands.
Work also includes achieving performance improvement and operational goals and establishing the systems and processes required to fulfill those goals.
Work requires determining, ensuring and allocating resources including personnel, budget, equipment and technology; supervising subordinate supervisors and staff; establishing and enforcing Bus Operations operating policies and procedures; assuring compliance with applicable local, state and federal codes and regulations; analyzing, forecasting and reporting on future needs, training outcomes, trends, cost effectiveness and similar performance metrics; and participating as a member of the Bus Operations management team.

Bus Operations not only oversees the operation of Metro's eight bases but also ensures that there is 24/7 support for bus operators and manages the quality of service and responses to large events and adverse weather.

This recruitment will be used to fill one (1) term-limited temporary (TLT) or Special Duty Assignment (SDA) Superintendent position within the Bus Operations Training section that is expected to be in place for the next 3 years.
This position will be responsible for the new hire bus operator and first-line supervisors training programs and has different responsibilities than the Training Superintendent - Operations.

Requirements
• Manage and implement the strategic plan for the new hire bus operator and first-line supervisor training programs within the Bus Operations Division, which has eight operations bases and nearly 3,000 employees, including superintendents, chiefs, first-line supervisors, transit operators, and administrative personnel.
• Responsible for developing, reviewing, and updating curriculum to ensure alignment with educational standards and program goals.
• Supervise Training Chiefs, professional Instructional Designers, and administrative staff; oversee the work of instructors for bus operators and first-line supervisors; hire staff consistent with assigned hiring authority.
• Develop and implement comprehensive training programs for professional development, technical proficiency, and to meet regulatory mandates.
• Research, develop and implement adult learning and computer and other technology-based training methodologies; review and ensure overall quality of curricula and training provided.
• Manage and enhance Bus Operation’s extensive in-house Commercial Drivers License (CDL) testing program under contract with the State of Washington.
• Build high trust and serve as a liaison to the Bus Operations Division to ensure training needs are met.
• Maintain current knowledge of and ensure program compliance with safety principles, Metro rules/policies/procedures, and all applicable federal, state, and local laws.
• Review and confirm new-hire separations from Bus Operations training programs; establish work performance standards and initiate corrective actions when required.
• Analyze, forecast and report on future needs, training outcomes, trends, cost effectiveness and similar performance metrics; establish criteria to monitor and evaluate training programs and unit performance.
• Develop needs assessment tools to identify and track employee training necessary to meet current and future workforce management requirement needs and trends.
• Represent Metro at and participate in national training reviews and activities.

• Lead and/or assist in the development of new initiatives, efficiencies, and operational methods to meet strategic goals; determine and select technology and equipment; supervise program and procedure development, implementation, monitoring, and reporting.
• Demonstrate leadership in the development and management of the work unit budget; ensure compliance with applicable laws, regulations, and policies; analyze and interpret operating policies, procedures, and guidelines.
• With a strong level of comfort managing a highly unionized workforce, create harmonious working relationships with multiple collective bargaining units and ensure consistent application of labor policies, labor contract provisions and hiring guidelines; resolve grievances and other labor and performance issues as appropriate.
• Develop and direct the use of performance metrics; recommend corrective actions as needed; manage data collection and reporting.
• To continuously improve our services, write technical reports, budget requests/justifications and correspondence; work with other Superintendents to resolve Division-wide issues; act as Division experts on projects.
• Represent the Division on division or department-wide work groups or project teams.
• Perform other duties as assigned.
Licensing, Certifications, and Other Requirements• Washington State Driver's License or the ability to travel throughout the county in a timely fashion.
• Candidates must be willing to work on-call and outside of standard work hours as needed.
Qualifications
To be considered for this position, applicants must possess the following
MINIMUM QUALIFICATIONS:• At least 2 years of increasingly responsible supervisory or comparable leadership experience in career and technical higher education, transit operations, public administration, human resources, or other relevant fields, that provide the knowledge, skills, and abilities to perform the key roles and responsibilities of the position.
• Experience in setting and executing a strategic vision for career and technical education and workforce training.
• Working knowledge of developing and implementing comprehensive training programs for professional development, technical proficiency and to meet regulatory mandates.
• Experience with delivering technical training.

• Experience in administering computer-based training programs and utilizing technology to support training activities.• Working knowledge of the Washington State CDL testing program.
• Ability to learn and demonstrate knowledge of state and federal rules and regulations related to bus operations, and industrial safety rules and regulations as applied to public transit.
• Ability to apply continuous improvement by identifying opportunities for process enhancements and implement best practices to improve organizational effectiveness.
• Knowledge of Metro Transit's ATU collective bargaining agreement provisions.
• Transit experience.
Additional Information
WORK LOCATION AND ENVIRONMENTThe work schedule is normally a day shift, Monday through Friday. and may work night and/or weekend shifts as required to support the needs of the business and team. Work requires remaining on-call to respond to emergent critical needs, adverse weather, emergencies or other special circumstances.
This position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not eligible for overtime.
